Description

Notice of Intent to Sole Source Phase II ASTM Micro Plastics Support to USEPA W912P721R0005 The proposed contract action is for continued service from Ocean P3 Systems VSOB (Ocean P3). This is a new request and represents a portion of the next phase required in development of the American Standard Testing Method (ASTM) for identifying the impacts of micro-plastics in the ocean aquatic and benthal. The United States Environmental Protection Agency (EPA) is the lead on the development of the ASTM and has identified Ocean P3 as an additional team member necessary for successful execution of the requirement.� The service will entail evaluating the effectiveness of the methodology and development of specialized equipment in identification of impacts due to the micro-plastics. The Army Corps of Engineers (USACE), San Francisco District intents to solicit with Ocean P3 Systems, under the authority of FAR 13.106-1(b)(1). �Ocean P3 has specialized equipment and historical experience with sensory equipment in an oceanic environment and fish tissue analysis for micro plastics in the Pacific Ocean eco system. In addition, Ocean P3 has the expertise to complete this service without re-work of tasks executed to date and has a significant investment in equipment. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for proposal; however, all information received after data of publication of this synopsis may be considered by the Government. Interested contractors shall respond to this notice by providing the following information: 1. Organization Name. 2. Address. 3. Point of Contact for information with telephone number and email address. 4. Cage Code, and 5. Capabilities information/statement showing that the organization has the ability and jurisdiction to fulfill the Government requirement. The contractor must be able to comply with all requirements described herein to be considered capable. Period of Performance: 18 months from date of award All responses received will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the authorities necessary to provide the services described herein. Award of this service contract will be based upon the possible responses to this notice and is solely within the discretion of the Government.
