Description
Request for Information (RFI) Aviation and Missile Command (AMCOM) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY- This RFI is issued solely for informational and planning purposes- it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Request for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Respondents shall not be obligated to provide the services described herein. If a solicitation is released it will be synopsized on https://beta.sam.gov/. It is the responsibility of the potential offeror(s) to monitor this site for additional information pertaining to this requirement. 1.0 Background: 1.1 �The United States Government (USG) Army Contracting Command -Redstone Arsenal (ACC-RSA) is conducting market research to determine the interest and availability of potential sources to provide engineering, logistics, maintenance support, training, fabrication, technical training, design, development, kitting, fielding, modification, upgrades, refurbishment, repair, electronic systems, Missile systems and subsystems, automated test equipment (ATE), test program sets (TPSs), test measurement and diagnostic equipment (TMDE), original equipment manufacturer repair (OEM), installation of modification work orders, data management, program support, program management, other reimbursable maintenance support, and associated support services in support of Logistic Support Facility Management Activity (LSFMA).� The USG seeks to identify potential sources in the open market that possess the expertise, capabilities, and experience to meet the requirements necessary to support the Logistic Support Facility Management Activity Services (LSFS-1) requirement. 1.2 LSFMA is a Government office that provides contractual support to Army Aviation programs and activities for non-recurring and recurring modification efforts on Aviation platforms and support equipment. 2.0 Description 2.1 The mission of the LSFMA is to establish a services requirement wherein the contractors provide rapid responses to a full range of support for US AMCOM, Army Material Command (AMC), Program Executive Office (PEO) Aviation and Program Executive Office (PEO) Missile, and Aviation Logistics Center (ALC).� This includes current and legacy systems and variants for Army Aviation Systems operated by other Government agencies (OGAs) and Foreign Military Sales (FMS) countries. In addition, organizational and sustainment level maintenance, and logistical services are provided in support of AMCOM and CECOM National Maintenance Programs (NMP), Aviation (manned/unmanned) and Missile Systems and associated support equipment.� This support will be provided across multiple DOD services and weapons system platforms. 2.2 �It is anticipated that the LSFMA Services requirement will be competed as a full and open competition and awarded as a Multiple Award Indefinite Delivery Indefinite Quantity (MAIDIQ) Contract with an anticipated five year ordering period. The MAIDIQ contract will establish labor rates and other factors for pricing individual orders and modifications to orders. �Individual orders placed under the multiple award concept will be competed amongst the MAIDIQ Awardees, as required by specific task orders. Orders may be issued as either Firm Fixed Price, Time and Materials, Cost Plus Fixed Fee (Level of Effort) or Cost Plus Fixed Fee (Cost Reimbursable) type instruments with possible performance incentives. 2.3 The anticipated primary place of performance is Huntsville Alabama and TDY locations, as required by specific orders. The anticipated LSFMA contract will require the contractor to have a facility within the 50 miles commuting distance of Redstone Arsenal according to the Joint Travel Regulation (JTR).� The predominant applicable NAICS code for the LSFMA effort is code 488190, Other Support Activities and Air Transportation. The dollar standard for this NAICS is $35M. The contracts will include DFARS 252.228-7001 Ground and Flight Risk clause. 2.4 �The Performance Work Statement (PWS) is currently under development.� Information received from this RFI will assist in the writing of the PWS.� The overarching Performance Work Statements (PWS) will describe the mission areas and a description of the type of work that may be issued as orders under the IDIQ contract. The PWS will include facility and equipment requirements of the contract that a successful offeror must have in order to perform the task/delivery orders issued under the resulting contract. The LSF equipment is required to be provided by the contractor as capital equipment. The individual orders will contain the specific equipment to be provided as GFE/GFP. The contractor will be expected to maintain and calibrate the equipment while it is in their possession and to provide any other equipment necessary to perform the work. 3.0 Requested Information 3.1 �Please provide a response to all applicable questions on the attached document entitled, �LSFS RFI Questionnaire�. 3.2 Please provide any comments, innovative ideas, performance or quality incentives and measurements, best industry practices, or acquisition streamlining that might enhance the Aviation Maintenance Enterprise program. 3.3 Please provide any job descriptions and associated qualifications for LSFMA to consider for this service requirement. 4.0 Other Information 4.1 An industry day related to this acquisition is anticipated to take place in the Huntsville, AL area and will be announced at a later date TBD.� At this time, it is not known if this event will be a virtual or in person event.�� 4.2 Any formal solicitation(s) will be announced separately. It is anticipated that a draft solicitation for industry's comments may be released in the third quarter of Calendar Year (CY) 2021 with a final solicitation (Request for Proposal) issued in the fourth quarter of CY 2021; however, these dates are estimates and subject to change without notice. 4.3. Source Selection will be conducted per applicable guidance of FAR part 15, DFARS part 215 and AFARs part 5115 (to include Army Source Selection Manual, AFARs appendix AA, February 2009 or current date) as well as Army Contracting Command and AMCOM directives. Current Government source selection guidance at time of evaluation will be implemented. 4.4 The Government reserves the right to decide whether or not a Small Business set -aside, full or partial, is appropriate for the this acquisition based on responses to this notice. In order for the Government to make a Small Business set-aside determination, it is essential that Small Business concerns provide sufficient written information to indicate their capability to successfully perform and manage all the requirements. It is anticipated that the extent to which a prime contractor provides for the significant use of small and small disadvantaged business subcontractors will be a consideration in the evaluation of proposals. 5.0 Comments All current information regarding this requirement is posted on the SAM website under LSF-S. Only comments, not questions, are requested under this RFI. Submit the RFI Questionnaire and all comments relating to the announcement in writing only to usarmy.redstone.acc.mbx.acc-rsa-lsfs1@mail.mil NLT 04 March 2021. Absolutely no telephone calls will be accepted in response to this RFI. 6.0 Responses Vendors are encouraged to submit the RFI Questionnaire and all comments to the LSF-S Mailbox at usarmy.redstone.acc.mbx.acc-rsa-lsfs1@mail.mil. All written RFI Questionnaire responses shall follow the attached questionnaire and be provided in Microsoft (MS) word Office 2013 compatible format or Adobe PDF. Submissions shall be capable of being printed on 8.5x11 inch paper with one inch margin (top, bottom, left, and right) and no smaller than 12 point Arial font.
