Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), on behalf of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE), intends to issue an award on a sole source basis to Calibre Systems, Inc. under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements -- follow-on contract for highly specialized services where award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The contractor shall provide Operating and Support Management Information System (OSMIS) technical support services in the concentrated areas of cost and economic analysis of major weapon system programs and associated acquisition/financial management policies and procedures of the Department of Defense (DoD) in support of the ASA (FM&C) and DASA-CE.� The contractor will provide mission-essential services including: continuous support, maintenance, and improvement of legacy OSMIS systems; cloud migration of the OSMIS and related applications into the cArmy cloud environment; and integral OSMIS Business Process Reengineering (BPR).� The legacy OSMIS was originally developed in 1983 as a COBOL database program on a mainframe computer. Calibre has fulfilled DASA-CE's OSMIS requirement for at least 30 years due to their highly specialized information technology (IT) infrastructure, technical support services and capabilities relating to OSMIS.� Calibre owns and manages the legacy data center on which OSMIS resides and which currently holds the exclusive Department of Defense (DoD) Risk Management Framework (RMF) Authority to Operate (ATO) for OSMIS. �Calibre has the established IT infrastructure, highly specialized knowledge, experience, skillsets and understanding of the OSMIS and related disparate IT systems and data sources required to manage and maintain the legacy OSMIS while simultaneously refactoring the OSMIS applications and executing required cloud migration activities to modernize the OSMIS in accordance with DoD and Army policy.� Only Calibre can execute the current OSMIS requirements without generating a substantial duplication of cost to the Government that is not expected to be recovered through competition. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability to support to this requirement no later than 2:00 pm EST, 01 March 2021. All information submitted should support the offeror's capability to provide the items and services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing via email only, and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the items and services. Telephone or fax responses are not acceptable and will not be considered.
