Page 2 of 5 Page 2 of 5 Page 2 of 5 SPECIAL NOTICE NOTICE OF INTENT Mosby Preceptor 3677621Q0135 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Nursing Services (ONS) requires a national license agreement for unlimited users with COX Subscriptions, Inc. to obtain Mosby s Preceptor Course and associated Preceptor Knowledge Inventory Tool (KIT) training tools to educate the experienced VA nursing staff to become effective preceptors and train VHA s future workforce of nursing staff within the Department of Veterans Affairs. Program Contracting Activity Central (PCAC) intends to issue a sole source contract to COX Subscriptions, Inc., 201 Village Rd., Shallotte, NC 28470 for a national enterprise license for unlimited users for Mosby s Preceptor Course and Preceptor Knowledge Inventory Tool (Kit). Mosby s Preceptor Course is a collaborative effort of the Association for Nursing Professional Development (ANPD) and Elsevier. The contractor shall provide unlimited national enterprise access to online preceptor training tools. The access shall provide fifteen (15) continuing education (CE) lessons, a minimum of twenty-four (24) continuing education hours per participant upon completion of the continuing education lessons, and access to the knowledge inventory tool (KIT) that provides an exam and exam results to identify appropriate lessons to address gaps identified from the exam assessment which will allow for automatic assignment of appropriate lessons. The fifteen (15) continuing education lessons shall include: Role of a Preceptor Teaching/Learning Process: Learning Styles Teaching/Learning Process: Adult Learning, Principles & Competency Development Teaching/Learning Process: Cultural Influences Competency: Domains of Learning & Performance Competency: Novice to Expert Continuum & Performance Communication: Effective Skills Communication: Feedback and Managing Conflict Critical Thinking, I: Understanding Critical Thinking and the Role of the Preceptor Critical Thinking, II: Promoting and Developing Precepting in Action: Assessing and Setting Goals Precepting In Action: Developing & Implementing a Coaching Plan Precepting in Action: Evaluating Performance Supporting the Preceptee: The Learning Environment Supporting the Preceptee: Assignments & Time Management This procurement is being conducted in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. This training is specific to one contractor; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This training is not available through any other business. The NAICS code for this procurement is 519130 and the Small Business Administration Size Standard is 1000 Employees. This notice of intent to sole source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes itself capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before 3/3/2021, 12:00 pm EST to this procurement s contract specialist, Benjamin Niznik, at Benjamin.Niznik@va.gov. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice.
