- UNITED STATES DEPARTMENT OF VETERANS AFFAIRS NETWORK CONTRACTING OFFICE 9 NOTICE OF INTENT In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) and on behalf of the Memphis Veterans Affair (VA) Network Contracting Office (NCO) 9 intends to negotiate on a sole source basis with Beckman Coulter Inc. located at 250 S. Kraemer Blvd., Brea, CA 92821. The rationale basis for the sole source acquisition is that Beckman Coulter Inc. is the only responsible source that can provide the iRICELL plus 2000 Workcell Cost Per Reportable (CPR) Result is a proprietary product only available from Beckman Coulter. The testing system is already priced on a NAC contract. The vendor included a proprietary letter. Beckman Coulter Inc, as the original equipment manufacturer (OEM), is the only entity authorized and able to provide the required certified CPR lease agreement. This acquisition is anticipated to take place on or about March 1st, 2021. The period of performance will be from March 1st, 2021 thru February 28th, 2022. The intended procurement will be classified under North America Industry Classification System (NAICS) 334516 with a small business size standard of 1000 employees. This notice of intent is not a request for offers. However, all responsible sources may submit a capabilities statement, in addition to a letter directly from Beckman Coulter Inc confirming the ability to perform this requirement, that proves by the preponderance of the evidence that CPR lease agreement Beckman Coulter Inc, for the iRICELL plus 2000 Workcell Cost, will not be voided by having a contractor other than Beckman Coulter Inc conduct the above referenced requirements. The letter from the manufacture shall state that the contractor is an Original Equipment Manufacturer (OEM) authorized dealer, authorized is the only entity authorized and able to provide the required certified CPR lease agreement. The results obtained with this instrument are timely, sensitive and specific. This requirement is for an iRICELL plus 2000 Workcell CPRR that is a fully automated laboratory system. This system has the ability to function as an automated, walk-away instrument for urine chemistry and microscopic analysis. The analyzer(s) interface will provide compatible HL7 (Health Level Seven) ANSI Standard communication between the instrument and the VA s Laboratory Information System. PHI / PII will be exchanged securely from the onsite instrument through VA owned DI Middleware (Data Innovations) directly to VISTA/CPRS. No PHI / PII will be transmitted or stored outside of the VA network. All data and information generated by this system will be retained and secured within the VA s Network. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
