- This synopsis is being posted to the beta.sam.gov Contract Opportunities page located at�https://beta.sam.gov.� It is understood that this is the single point of entry for posting of synopsis and solicitations to the Internet.� The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to solicit and negotiate a sole source, Cost Plus Fixed Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Charles Stark Draper Laboratory, Inc., Cambridge, MA. This procurement is required to provide support for research, development, test and evaluation (RTD&E) engineering and technical services, independent assessment and validation, and fabrication support for miniaturization technology insertion, technology demonstration, engineering refinement, experiments, and operational studies. This contract will provide the capability to develop, adapt, and create new capabilities to significantly reduce the size, weight, and power of multi-chip processors and other related technologies.� Draper Laboratory is the only organization capable of developing miniaturized multi-chip processors and other related technologies while maintaining system functionality. Draper achieves this capability using patented Micro-Electro-Mechanical (MEM) technologies. Since Draper holds these MEM patents, no other organization has the capability to achieve the same level of miniaturization of multi-chip processors while maintaining system functionality. With these patents, Draper Laboratory is the only organization capable of meeting tactical requirements to significantly reduce size, weight and power of multi-chip processors and other technologies associated with the Government�s requirements. This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1(a) (2) (iii), ""Only One Responsible Source.""� Only Draper Laboratory has the specialized knowledge and expertise to support this effort. However, responsible interested parties may submit a proposal which identifies their interest and capability.� This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Firms interested in subcontracting opportunities should contact Draper Laboratory directly. It is anticipated that the solicitation will be issued on or around 09 June 2021 and contract award is anticipated on approximately 09 March 2022. � This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services.� The Government will not pay for any information received.� Phone call responses will not be accepted.
