- NASA/Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for instrument studies to support the Landsat Next mission. Under an inter-agency agreement between NASA and USGS, Landsat Next will be the follow-on mission to Landsat 8 and 9, and will continue implementation of a robust spaceborne, land imaging system to ensure that necessary data are collected, processed into useful and efficient information products, and are archived and broadly distributed for use by the wide range of interested communities. The objective of the studies will be to develop and assess instrument concepts that could support the Landsat Next mission. The instrument concepts being studied will be for either a single satellite solution or for a constellation satellite approach. The instrument studies will provide either complete spectral coverage of the required Landsat Next Visible to Short Wave Infrared (VSWIR) and Thermal Infrared (TIR) spectral bands or coverage of a subset of the defined Landsat Next spectral bands. The instrument concepts may provide either full swath or narrow swath coverage for single satellite approaches or for constellation approaches respectively. The intent of this study is to better inform the Government as to the viability and risks associated with current instrument requirements and mission objectives. Specific areas of interest include understanding driving requirements and how they impact instrument design and performance; size, weight and power of instrument concepts; technical maturity and risk of instrument concepts; identification of long lead time development or procurement items needed for flight instruments; and cost and schedule information. NASA is planning to award multiple 6-month study contracts. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541715 and 1000 Employees, respectively. The anticipated release date of the RFP is on or about March 8, 2021 with an anticipated offer due date of on or about April 8, 2021 All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
