Description
THIS IS A PRESOLICITATION NOTICE ONLY.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.� NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS.� The Request for Proposal (RFP) will be available on the beta.SAM.gov on or about 15 March 2021. No response to this notice is necessary and no source list will be maintained. The North American Industry Classification System (NAICS) for this acquisition is 541620. The size standard is $16.5M. This requirement is being set-aside 100% for Small Business. Award will be made to the best overall proposal that is determined to be the most beneficial to the Government. This is a competitive acquisition for one (1) Firm-Fixed Price (FFP) Indefinite Delivery/ Indefinite Quality (ID/IQ) Multiple Award Task Order Contract (MATOC), five (5) year service contract (five ordering periods with a six month extension option) to provide environmental consulting services for the USACE-St. Louis District.� This acquisition will utilize FAR subpart 12.6 in conjunction with FAR part 15, Contracting by Negotiation, Tradeoff source selection procedures in accordance with FAR 15.3. This is a competitive best value source selection in which competing offeror�s technical proposal and past performance history will be evaluated on a basis significantly more important than cost or price considerations. The Government�s target is to award up to three (3) contracts for this MATOC; however, if the Contracting Officer determines during the source selection process that more than that number of contracts should be awarded, the Contracting Officer has the discretion of adjusting that number or awarding none at all.The Government intends to award this requirement without discussions. This contract also includes the clause 52.217-8 Option to Extend Services, which if necessary, allows the Government to extend the ordering period of the Contract an additional six (6) months. The total length of the contract ordering period, including the exercise of the extension period, will not exceed five years and six months from date of contract award. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform environmental consulting services as defined in this PWS except for those items specified as government furnished property and services.� The contractor shall perform to the standards in this contract. The Contractor, under each task order (TO), shall perform all work required to accomplish the intent of such TO. �The TO shall detail the appropriate methods and requirements (Federal, State and USACE) to be used to complete the given tasks. �The work shall consist of a variety of environmental tasks to include, but not limited: Environmental consultation and assessments; Industrial hygiene (IH) surveys and associated tasks; HTRW related assessments, program tasks, remediation and restoration; Contaminated related water quality assessments; Other environmental/HTRW tasks Additional documentation shall be issued with the solicitation.� Any qualified and interested companies must be able to support all areas. NO partial support responses from industry will be accepted. The Government is seeking only, qualified, experienced sources interested in executing the contract and will provide USACE Saint Louis District with efficient and effective performance-based contracting with highly qualified, fully trained, professional, and dedicated workforce. A pre-proposal site visit may be scheduled approximately two weeks after issuance of the solicitation/request for proposal. Prospective contractors must be registered in the DoD System for Award Management (SAM) database (www.sam.gov/portal/public/SAM/) prior to the time established for receipt of offers as specified in the solicitation.� Potential offerors are further advised that failure to register in SAM will render your firm ineligible for award.� Registration requires applicants to have a DUNS Number.� Recommend registering immediately in order to be eligible for a timely award.
