- Description
- The purpose of this Amendment is to add additional attachments for the�Terms and Conditions, Instructions to Offerors, Wage Determination for�the site and additional descriptive information for offerors to submit proper bids to this soliciitation.� See items (1-16) below and the attachments list for updated information.� Sam Houston National Forest Recreation Site cleaning from (3/17/21 - 3/16/22) per attached Statement of Work (SOW), Schedule of Items and all other Terms and Conditions.�The Contractor is to perform complete custodial operations and trash pickup as specified to insure the facilities below are maintained in a safe, attractive, clean, and sanitary manner at all times. All restroom facilities must be cleaned to CDC Standards per the attached SOW. This contract includes custodial care of picnic shelters and toilet/restroom building(s) to include cleaning and disinfecting of restroom facilities (flush toilets/shower buildings and vault toilets) to CDC COVID-19 Standards and resupplying paper goods, emptying trash bins and resupplying trash bags, cleaning drinking fountains, trash pickup and disposal as specified for the entire site(s). Contractor will also be responsible for updating the maintenance log which indicates when the restroom was last cleaned. This is a combined synopsis/solicitation for Janitorial Services for the Recreation Site of the Sam Houston National Forest in New Waverly, TX. The contractor shall furnish all labor, supplies, materials, equipment, transportation, supervision and incidentals, except as listed under Government-Furnished Property in accordance with the schedule of items, specifications, SOW, attachments, terms and conditions of the contract.� This contract is for a period of one year to begin on 03/17/21 (or date of award) � 03-16/22.� This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) for commercial items, in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested via�email to kelly.ford@usda.gov or call 859-979-3241 to make alternate arrangements.� Offers are due by 5:00 PM EST on Friday, March 5, 2021.� The solicitation is issued under Solicitation No. 12443921Q4004 (attached to this notice) and is issued as an RFQ (Request for Quote). �The United States Department of Agriculture (USDA) Forest Service (FS) intends to enter into a contract for Janitorial Services for the Recreation Site(s) of the Sam Houston National Forest in New Waverly, TX for a period of one (1) year. Site Visit.� No formal site showing is scheduled for this project.� Please contact Kelly Ford at (859) 979-3241 or email at Kelly.ford@usda.gov to request additional information if needed to submit an offer for this solicitation. Offerors are encouraged to inspect the site where services are to be performed (as permitted due to possible COVID restrictions) to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that information is reasonably obtainable.� Failure to inspect the site prior to any contract award will not later be deemed as the basis for any claim. Any questions should be submitted via email to�Kelly.ford@usda.gov.� Requests for Information (RFIs) will be compiled and posted as amendment to the solicitation if necessary. Please send RFIs as soon as possible to�ensure adequate time to update the solicitation before the deadline for quotes.��RFIs need to be sent in written correspondence via email.�It is the contractor�s responsibility to ensure that the quote is submitted is prior to the BUY END TIME, NO exceptions will be made. This acquisition is 100% set aside for small business concerns. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 Janitorial Services with a size standard of $19.5M. �If interested, please refer to the attachment �Instructions to Offerors�, to see what needs to be completed and returned with your Offer.� The Service Contract Act is applicable to this contract. Wage Determinations can be accessed via the link to place bids or on the link ""Search Wage Determinations"" on https://beta.sam.gov. The applicable Wage Determination for Walker County, TX (TX 2015-5290, Rev. 16) is attached. Submittals are only valid if the company is currently registered in SAM to do work with the Federal Government, all terms and conditions of the requirement can be met and the offer is received prior to the due date of this posting.� The System for Award Management (SAM) is a Federal Government owned and operated free web site. The basis for award will be Lowest Priced Technically Acceptable (LPTA). To qualify as being technically acceptable vendors must: 1) have the equipment/personnel necessary to meet the requirements and reach the work sites (some are only reachable by size restricted roads), 2) provide proof of experience on the required Experience Questionnaire� to establish vendor competence for related work. Technical acceptability will be a pass / fail evaluation. It is the sole decision of the Contracting Officer(s) assigned to decide if a contractor is technically acceptable. � FAR 52.212-1, Instructions to Offerors - Commercial, apply to this acquisition with no addenda to the provision. FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The contract shall be awarded to the offeror providing the best value to the Government based upon these evaluation factors: Price, Technical, and Past Performance.� Technical and past performance, when combined, are approximately equal to cost or price.� It is the contractor�s responsibility to �cross-walk� products when quoting �or equal� items.� The USDA-FS will NOT �prequalify� potential �or equal� products from vendors.� Questions pertaining to �or equal� suitability will not be answered.�� The contractor is responsible for providing Past Performance data for their �or equal� product (such as other Federal contracts in which the equal product has been accepted and the point of contact for that acquisition).� The USDA-FS may contact that POC and make a unilateral determination as to the acceptability of the �or equal� being proposed.� FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to ��������������������this acquisition with no addenda to the provision.
