SPECIAL NOTE:�Previous related postings were under Solicitation�Number N61340-19-R-0165. The last posting on 18�Feb 2021�stated that the RFP number had been updated to N61340-21-R-0062. THIS PRESOLICITATION NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to solicit and negotiate, on a sole source basis, two separate contract actions that will complete and re-baseline the Tactical Environment (TEn) across all Aviation Training Systems (ATS) training devices that use the TEn, including Aviation Distributed Virtual Environment (ADVTE) Navy Aviation Simulation Master Plan (NASMP) and Distributed Interactive Simulation (DIS) bridges. These two separate contract actions are being pursued through a Class Justification and Approval (CJ&A) with Veraxx Engineering Corporation located in Chantilly, VA� under statutory authority of 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).� At this time, the Government does not own sufficient technical data to enable adequate competition, thus hindering any new developer from successfully meeting the Government�s current requirements for upgrades without a substantial duplication of costs and significant schedule delays.� The limited technical data acquired contributes towards the Government�s decision to solicit these actions under a sole-source award basis. �Further, Veraxx has supported the TEn product since 2000 resulting in currently fielded products with over one million software lines of code.� Such support has enabled Veraxx to strengthen its breadth and depth of knowledge of how the TEn works with respect to modifications, integration, testing and implementation across all ATS training devices.�� ��� The first contract action (contract action #1) will require the contractor to analyze, assess, and construct, implement (integrate, install and verify) an updated TEn, to include software and hardware changes as defined in the Sources Sought Notice (SSN). �This action is intended to address immediate and limited TEn upgrade requirements using a stand-alone contract approach consisting of firm-fixed-price contract line items (CLINs) with a delivery period of approximate 30 months after contract award (MACA).� The estimated contract award date for contract action #1 is 03 August 2021. The second contract action (contract action #2) will require the contractor to analyze, assess, construct, and implement (integrate, install and verify) an updated TEn, to include software and hardware changes as defined in the SSN.� This action is intended to address all requirements necessary to assess, upgrade and complete the USMC TEn baseline and enhance the capability of supporting the independent and network training modes of all USMC ATS training devices.� This effort will also ensure a completed installation of updates to the TEn and bridges and will provide the final TEn software baseline, assessment, testing, and delivery of the TEn subsystem to all USMC ATS training devices for networked and independent mission training events.� Additionally, contract action #2 is intended to address all requirements necessary to upgrade the ADVTE NASMP and DIS bridges and complete installation, assessment, testing, and deliveries needed to enable and support interoperability between USMC ATS training devices and non-TEn based trainers.� Finally, contract action #2 is intended to deliver to the Government all necessary documentation for implementing and modifying the TEn/Bridges software packages. This contract is anticipated as an Indefinite Delivery/Indefinite Quantity contract (ID/IQC) with an ordering period of up to sixty (60) months MACA. This ID/IQC will consist of multiple delivery orders (DO) containing fixed-price and cost-plus fixed fee contract line items. The estimated contract award date for contract action #2 is 08 September 2021.
