The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� The Office of Afghanistan/Pakistan Programs (INL/AP) is part of the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State. �The Bureau is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. �INL/AP provides policy guidance, and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to stabilization and reconstruction activities in Afghanistan and Pakistan. �INL has been engaged in an effort with the Government of Afghanistan to build the capacity of the Afghan Criminal Justice System to properly and securely detain arrested persons awaiting trial and sentencing as well as those who have been properly sanctioned by a court in a manner consistent with the commonly accepted human rights principles. The purpose of this Personal Services Contract is to fill the new position of Senior Corrections Advisor. �The Advisor provides technical corrections expertise in a wide variety of settings, including internal U.S. embassy and multi-national meetings, to assist the Government of Afghanistan in reaching its stated goals and objectives in reforming the corrections/prisons system in Afghanistan. �The Advisor offers assistance in a variety of areas, to include technical assistance, contingency planning and development, and identifying training and equipment needs. �S/he also serves as a resource to the INL/Kabul Director, INL/AP corrections team, and the Afghan prison directorate (currently the Office of Prison Administration) on corrections issues providing expertise. �The Advisor will pull from their own experience in the United States, as well as from other countries having innovative corrections projects and programs that could be considered by the Government of Afghanistan. DUTIES AND RESPONSIBILITIES Under the direct supervision of the Kabul, Afghanistan INL Director or his/her designee, the Senior Corrections Advisor will perform the following duties: 1.�� �Serves as one of INL�s corrections experts in Afghanistan.� 2.�� �Develops and coordinates corrections programs for Afghanistan in concert with INL/AP, considering other USG, international and Afghan law enforcement and criminal justice programs. 3.�� �Serves as an advisory resource for INL/Kabul, INL/AP, and Afghan corrections officials on specific aspects of planning and implementation of ongoing corrections assistance programs in Afghanistan. 4.�� �Oversees and coordinates Afghanistan corrections program activities with the end goal of supporting the Afghan Government in developing a safe, secure, and humane corrections system. �� 5.�� �Provides policy analysis and program guidance to INL/Kabul, INL/AP, and Afghan officials on all aspects of corrections matters, addressing any of a number of issues related to corrections system reforms to include: human rights issues related to prisoner incarceration; prisoner classification; strategic planning; prisoner programs; budgeting; development of correctional capacities and institutions; refurbishment and/or construction of correctional facilities, including facilities maintenance; and training plans. 6.�� �Organizes and participates in meetings, seminars, and exercises to develop plans/programs for implementation of corrections assistance in Afghanistan and improve overall capacities to effectively modernize existing institutions.� 7.�� �Attends domestic and international conferences on Government of Afghanistan corrections reforms. � 8.�� �Serves as the INL representative at international donor meetings 9.�� �Attends domestic and international conferences on corrections-related subjects, occasionally escorting an Afghan delegation. 10.�� �Prepares background materials and reports used by the INL/Kabul leadership in preparing reports, speeches, briefings, and testimony to articulate INL engagement on corrections reform aspects in Afghanistan. 11.�� �Participates in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation. 12.�� �Communicates regularly with the INL/AP Corrections Team Lead and INL/AP counterparts 13.�� �Provides direction, supervision, guidance and oversight to INL/K Corrections Locally Employed Staff. 14.�� �Coordinates USG corrections assistance efforts with international donor community. 15.�� �When required, perform the role of Duty Officer. 16.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. � 4.�� �Complete all security-related training courses as required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS US Embassy, Kabul, Afghanistan. �Travel will be required at least yearly to Dubai, UAE but additional trips may be required as all the contract(s) have offices in Dubai. �� � RELATIONSHIPS The Senior Corrections Advisor will report to the INL/Kabul Director in Afghanistan, and coordinate closely with the other INL/Kabul advisors, the Afghanistan Corrections Team Lead in INL/AP, implementing partners, and INL/KM staff as needed. The Senior Corrections Advisor could potentially serve as COR and/or GTM, if qualified and the need arises. �The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. �The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. �Such changes must be authorized, in writing, to the Contracting Officer. COMPLEXITY Develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. �Coordinating plans with various other groups including international donors, the U.S. military and the Government of Afghanistan can be complicated. �� Projects require dynamic leadership and expertise and complex innovation, strict adherence to high level policy without lower level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. �They are broad in scope and complicated by many complex features, technical, administrative, or political in nature.� SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Afghanistan, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security, medical clearances, and Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required). 2.�� �Fifteen (15) years of demonstrated professional work experience to include:� a.�� �At least ten (10) years demonstrated experience in corrections operations, management, organizational development, planning, and/or training, 2 years of which must have been at the rank of assistant warden (or equivalent) or higher. b.�� �At least four (4) years demonstrated experience in senior management roles such as strategic planning, resource management, and budgeting, including senior project management using critical path methodology, resources management, quality control processes, and budgeting. � c.�� �Demonstrated experience which clearly illustrates the applicant�s ability to manage a multi-phase, complex project from concept through final turnover. d.�� �Experience in corrections and/or justice infrastructure projects preferred. 3.�� �Graduate of a certified state or federal corrections of probation officer training academy.� 4.�� �Bachelor�s Degree from an accredited institution, preferably in one of the following areas: law enforcement, criminal justice, project management,� 5.�� �Demonstrated ability to engage constructively with senior government and industry officials. 6.�� �Demonstrated professional experience working in an overseas environment, with experience working in a conflict/post-conflict environment preferred. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Factor 1�� �Corrections Experience�� �(30 points) Demonstrated work experience related to the sustainability of corrections operations through provision of appropriate training and oversight. �Knowledge of current corrections policies and procedures and a displayed ability to integrate competing needs of various federal and state security agencies. Factor 2�� �Liaison and Communication�� �(15 points) Demonstrated experience building and maintaining relationships with host nation officials, U.S. government agencies, international organizations, and non-governmental organizations. Demonstrated ability to communicate complex issues in a timely and concise manner, both verbally and in writing. Factor 3 � � � � �� �International Experience�� ��� ��� ��� � � � �(10 points) Demonstrated experience of working/operating in foreign environments; to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, and show good judgment in challenging security situations. Factor 4�� �Program Management and Administration�� �(15 points) Demonstrated knowledge and experience in the application of sound management and program management practices, especially in international programs involving multiple agencies that include foreign government entities. �Experience in program management should include familiarity with procurement guidelines, budget development, and program planning, execution, and monitoring and evaluation.� BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($89,505 to $131,441 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
