- The Flight Operations Directorate (FOD) of the National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the Mission Enabling Services Contract (MESC), which is a follow-on to the current Joint Operations and Integrated System Technology (JOIST) contract. NASA JSC is seeking capability statements from all interested parties, including all categories of Large Business, Small Business, all socioeconomic categories of Small Business and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for MESC.� The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (ED-WOSB) or HUB Zone business set-aside based on responses received. This synopsis is for information and planning purposes only.� No solicitation exists; therefore, do not request a copy of the solicitation.� If a solicitation is released, it will be synopsized on beta.SAM.gov.� Interested firms are responsible for monitoring this website and https://procurement.jsc.nasa.gov/mesc/ for the release of any solicitation or synopsis. It is anticipated that the MESC will be a Hybrid Baseline, Indefinite-Delivery, Indefinite-Quantity (IDIQ), Multi-Award contract.� It is also anticipated that the baselines will be cost reimbursable with a fixed-fee and the IDIQ task orders will be issued as either cost-plus-fixed-fee or firm-fixed-price at the discretion of the Government. It is expected that the MESC will be structured as follows: Baseline A - The NASA Aircraft Management Information System (NAMIS), Baseline B � FOD Mission Enabling Services IDIQ � Management and Mission Support Services and Advanced Research and Development Technology Support The MESC may include other Management and Mission Support Services work needed by other organizations at JSC who are interested in using services provided by the MESC to gain efficiency within their organization. The anticipated North American Industry Classification System (NAICS) code for this procurement is 541512. The size standard is $30.0 million. Requirement For your reference, the Draft MESC Statement of Work (SOW) is attached to this posting.� Also attached is a Table of Changes, which summarizes the changes between the JOIST SOW and the Draft MESC SOW. A summary of content for the proposed MESC contract includes, but is not limited to, the following: NASA Aircraft Management Information System (NAMIS) The NASA Aircraft Management Information System (NAMIS) and the attendant and related systems are a NASA-wide, Enterprise-class aircraft management system that includes flight scheduling, crew records and proficiency management. NAMIS is available for use by other Government agencies and can be made available to external entities. NAMIS is used for all three levels of aircraft maintenance which includes: aircraft-related logistics management, aircraft configuration control, development and support of maintenance and operations manuals to include work cards and technical reference manuals, quality assurance support and trend analysis, and cost tracking and reporting. NAMIS has multiple interfaces that include NASA, Department of Defense, and contractor-owned systems. The NAMIS software is designed to accommodate regulations applicable to both Public Aircraft and the Federal Aviation Administration certificated aircraft. It supports airworthiness certification and certification of crew qualifications and proficiency/currency. NAMIS was developed under the Capability and Maturity Model Integration (CMMI) Level 3 quality assurance standards and independent certification of CMMI-Level 3 or better is a requirement under the JOIST contract. The full suite of software to be supported under this contract, including NAMIS and the ancillary systems, consists of over 1.5 million lines of code involving five different programming languages, over 4,000 database tables, and a user base of approximately 2,000 users. The languages involved are Active Server Pages and Hypertext Markup Language (ASP/HTML), Java Script, C-Sharp (C#), Microsoft SQL Server (SQL), and Extended Markup Language (XML). Modifications to the system cannot adversely impact on-going operations and the modifications must be accomplished on an aggressive schedule requiring a high degree of software team productivity capability. Management and Mission Support Services Management and Mission Support Services on this contract is characterized as, but not limited to, specialized and highly specialized mission enabling services not offered and/or not provided by the NASA Agency or JSC local IT Enterprise organizations or its contractors. This scope which includes system administration, database administration, and a performance management. This scope also includes project support, configuration management and data management. The scope includes the procurement and tracking of hardware and software systems and associated maintenance and license agreements including hardware and software asset-management and logistical support. The scope includes unique end-user support that are above and beyond services provided by Center or Agency contracts. The Contractor shall provide Management and Mission Support Services, including but not limited to, end-user (i.e. domestic, international, and on-orbit) support services, help desk services, back-end enabling infrastructure administration and support, organization-unique Government Furnished Equipment (GFE) IT support, organization-unique COTS and custom software development and support, and quick turnaround multi-media products and distribution services to support ISS program/Astronaut Office training and mission needs. The Contractor shall provide organizational support services including, but not limited to, organization-wide logistical support services, facility utilization optimization support, technical, schedule, and budgetary efficiency services and support, consolidated Capital Planning & Investment Control (CPIC) support, including cross/inter-organizational CPIC interface reporting, and IT Security Planning and risk management support, including cross/inter-organizational IT security compliance reporting. The Contractor shall provide Management and Mission Support Services software to include all the usual and customary efforts implied by and associated with migrating legacy systems to automated processes, upgrading existing computer-based systems, and sustaining such systems. The scope includes System Engineering, Operations Support and Sustaining Engineering, Application Development, System Maintenance and Operations, Data Management Services, System Integration Services, Infrastructure Upgrades, and Security Management. The Contractor shall host such software/applications between distinct (1) development, integration & test environments, and (2) operational hosting environments. The Contractor shall provide end-user support, including but not limited to help desk support, Monday-Friday 8:00 am to 5:00 pm, up to and including 24x7 on-call, as deemed necessary by the Government. This includes supporting JSC users in remote locations or JSC travelers at other International Space Agencies or countries around the world. Example hosting infrastructure includes, but is not limited to; Microsoft and Linux-based server platforms, including file, print, database, web, and workspace collaboration (e.g. SharePoint) servers/services. Advanced Technology Research and Development Technology Support Advanced Research and Development Technology Support on this contract is defined as highly entropic, paradigm-shifting prototype software and supporting hardware development and technology research, in the pursuit of next generation mission operations design solutions. The Contractor shall introduce, design, develop, test, integrate, support, host, and deliver advanced technologies and highly specialized custom software solutions into mission operations systems and other systems. This highly specialized research and support explores new technologies for improving the effectiveness and efficiencies of NASA mission operations systems. This includes, but is not limited to, situational awareness displays, web-based workflow systems, computer simulation and modeling, model-based engineering, data mining, data visualization and virtual reality, intelligent systems, training systems, flight crew operations applications, unique technical IT and programming support, computer-based training (CBT) techniques, web-based technologies designs to integrate various complex data sources. This scope also includes spacecraft cockpit interface services for current and future NASA Programs.� This includes, but is not limited to (1) integrating display & control ideas and concepts into cockpit simulators; (2) conducting simulations with astronauts, engineers and cockpit specialists; (3) gathering comments in order to help improve the requirements; (4) making updates to the simulators; (5) extracting relevant information from cockpit simulator code for use in pre-verification processes; (6) implementing a suite of automated tests for display code pre-verification; and (7) supporting adaptation of cockpit concepts for future applicability to human space programs.� MESC Capability Statements Submission Instructions: Interested firms having the required capabilities necessary to meet the MESC requirement described herein should submit a capability statement of no more than 10 pages indicating the ability to perform all aspects of the effort.� Use the questions listed below as a basis for your response and in your response indicate which question(s) you are addressing. All responses to the Government�s questions listed in this announcement shall be submitted electronically via email to Andrea De-Paz at mesc@mail.nasa.gov no later than 4:00 p.m. CDT on Thursday, March 18, 2021.� Please reference �80JSC021MESC� in any response. The government intends to release the names, addresses, and points of contact of all respondents unless specifically requested not to do so by the respondent. This information will be provided on the MESC procurement website as an ""Interested Parties List"". Questions 1. Technical - Describe your company's overall skills, experience, and capabilities to perform the work of the draft MESC SOW. Please identify specific draft MESC SOW sections where your company could provide the stated capability by way of Attachment 1 - Vendor Capability Matrix at the end of this announcement.� The Vendor Capability Matrix will be included within the 10 page limitation. 2. Small Business - Identify any areas of the draft MESC SOW that you believe could be performed by a small business and provide rationale. 3. General - a. Respondents will not be notified of the results of the evaluation. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government intends to review the responses submitted by industry. Please do not submit proprietary information. Data that is marked ""proprietary"" will not be reviewed.� No evaluation letters and/or results will be issued to the respondents. The data will not be shared outside the Government, but may be used to develop future requirements, refine requirements, and/or develop the best approach for any contract strategy.
