- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Center for Disease Control and Prevention (CDC), National Occupational Safety and Health (NIOSH), is seeking information on a potential requirement for Comprehensive Analytical Chemistry Support. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the NAICS code 541380 for the potential acquisition. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. See DRAFT Sample Performance Work Statement (subject to change). Anticipated period of performance.� Base of one (1) year with four (4), one (1) year options.� Additional multiple options for increased quantities. Contract Type: Anticipated Cost-Plus Award Fee Other important considerations. The laboratory must be accredited by the American Industrial Hygiene Association (AIHA) for industrial hygiene analyses. The Contractor is required to demonstrate either internally or through subcontracts the availability of instrumentation necessary to perform standard industrial hygiene chemical analyses with the following twelve instrumental techniques: (1) gas chromatography (flame ionization detector (FID), flame photometric detector (FPD), nitrogen-phosphorous detector (NPD), electron capture detector (ECD)), (2) high performance liquid chromatography (UV-Vis, fluorescence), (3) inductively coupled plasma atomic emission spectrometry, (4) inductively coupled plasma � mass spectrometry, (5) ultraviolet, visible, and infrared spectrophotometry, (6) X-ray diffraction, (7) ion chromatography, (8) optical microscopy, (9) GC/mass spectrometry and thermal desorption-GC/mass spectrometry, (10) elemental carbon/organic carbon by thermal-optical analysis, (11) scanning electron microscopy (SEM) and transmission electron microscopy (TEM), and (12) high performance liquid chromatography � mass spectrometry. The laboratory's current quality assurance practices which meets AIHA guidelines and which conform to the ISO/IEC 17025 international standard. The Contactor and any proposed subcontractors must have a laboratory within the continental U.S. that can perform analysis within specified time limits to meet sample stability requirements stated in the NIOSH Manual of Analytical Methods (NMAM) and other standard reference methods (e.g., OSHA, EPA, ASTM). The length of time within which a sample must be analyzed after collection without significantly affecting the analytical results varies with the analyte, sample matrix, and analytical methodology used to quantify the concentration. Many analytes collected for occupational safety and health require samples to arrive at the laboratory within a short period after collection (e.g., 24 hours for hexavalent chromium) to limit the processes that affect the sample stability (e.g., biodegradation, volatilization, oxidation and other physical and chemical processes). Excessive shipping time for samples to laboratories overseas and outside the continental U.S. would exceed the sample stability time limitation requirements and would be unacceptable. Also potential delays in sample shipments may be encountered due to customs issues and foreign hazardous materials shipping regulations. Under this contract, laboratory facilities within the continental U.S. must be available to perform the analysis so that samples can arrive at the laboratory in sufficient time to be analyzed within the required sample stability time limits. Capability statement /information sought. Respondents who believe that they possess the expertise and experience to meet the government�s needs as described above are invited to submit technical and management capabilities addressing those requirements. These may include but are not limited to: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information.
