SOURCES SOUGHT FOR FUTURE ACQUISITION OF�BASE OPERATION SUPPORT SERVICES FORT IRWIN, CA INTRODUCTION The Mission and Installation Contracting Command-Fort Irwin is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Base Operations Support Services on Fort Irwin, California. The intention is to procure these services on a competitive basis. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The purpose of this notice is ONLY to invite interested vendors to submit capability statements demonstrating their ability to provide the listed services.� DISCLAIMER THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. Place of Performance is Fort Irwin, California, located in San Bernardino County, California. Fort Irwin is a remote installation located in the Mojave Desert, approximately 37 miles northeast of Barstow, California. The contract is anticipated to be single award firm fixed-price indefinite delivery/indefinite quantity business arrangement, comprised of a 2-month phase-in period, a 10-month base period, and four (4) 12-month option periods with performance commencing in May 2022. �The level of effort for this 5-year term is estimated at 3.2 Million man-hours. The contract will acquire a broad variety of municipal services, and labor will be governed according to skill categories subject to a combination of Service Contract Labor Standards, Construction Wage Rate Requirements, and collective bargaining agreement (s). Program Background: The Army�s National Training Center (NTC), Fort Irwin, California, spans approximately 753,537 acres and 6,971,497 Square Feet (SF) of total building space. Fort Irwin�s population consists of approximately 4,890 active military, 5,629 (average) rotational military, 5,000 Government civilian and Contractor personnel, and 7,433 resident family members. Required Capabilities:� The Contractor shall provide all supervision, labor, materials and equipment necessary to manage and execute a full range of base operations type municipal services listed below and described in the attached DRAFT Performance Based Work Statement (PBWS) attached to this announcement. (Note: Supplemental annexes referred to in the PBWS (B through P) are not attached for the purposes of gathering market research information but will be included in the DRAFT solicitation, to be issued at a later date.) Functional areas covered by the Draft PWS include:� Army Records Information Management System Services Fire Protection and Emergency Services Custodial Services Grounds Maintenance to include maintaining Government Provided Equipment Facilities Maintenance and Repair Services (Vertical and Horizontal) Operations, Maintenance and Repair Services associated with Government Owned Fuel Distribution Systems (Tank Farm Operations) Roadway, Pavement, and Traffic Related Horizontal Maintenance and Repair Electrical Services Mechanical Systems (Heating and Air Conditioning) Maintenance and Repair Industrial Waste Water Treatment Support Services Pest Management and Control Services If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; secure and apply the full range of technical resources required to successfully perform similar requirements; implement a successful project management plan that includes meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and Provide services under a performance based service acquisition contract. Special Requirements: The following list represents some unique aspects that would apply to a contract awarded by the Mission and Installation Contracting Command. Personnel and Facility Security Clearances. A DD Form 254 Contract Security Classification Specification shall apply to this requirement. Key personnel described in the PBWS will require a Secret Clearance prior to commencement of work under the contract. Compliance with Service Contract Labor Standards (formerly known as the Service Contract Act of 1965) Construction Wage Rate Requirements (Construction) (formerly known as the Davis Bacon Act) An approvable Property Management System (FAR Part 45) Eligibility: The applicable NAICS code for this requirement is 561210 with a Small Business Size Standard of $38.5 Million. The Product Service Code is S216. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Instructions to Interested Parties. Interested parties are requested to submit a capabilities statement in either Microsoft Word or Portable Document Format (PDF). Responses to this request must be submitted no later than 4:00 p.m., Pacific Time, on� 8 March 2021 to be considered. �All responses under this Sources Sought Notice must be emailed to lucia.gonzalez.civ@mail.mil and Joshua.raheem.civ@mail.mil with the Subject Line of: �Fort Irwin Base Operations Support Services�ATTN: Lucia Gonzalez or Joshua Raheem�. This documentation must address at a minimum the following items: What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company managed a task of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before? If so, provide details. What specific technical skills does your company possess which ensure capability to perform the tasks? Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company�s ability to perform at least 50% of the tasking described in this PBSOW for the base period as well as the option periods. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. Indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. At this time, the Government will not acknowledge questions concerning the DRAFT PWS; however, interested firms are encouraged to submit comments about the PWS. The Government will not post responses or answers to submitted comments, questions, or recommendations. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
