- This is a REQUEST FOR INFORMATION; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS REQUEST FOR INFORMATION NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. DTRA has a requirement as follows: DTRA provides vital technical assistance to the user community responsible for applying and verifying Nuclear Weapon Environment (NWE) standards to Department of Defense (DoD) systems (e.g., MIL-STD-3053 and MIL-STD-3054).� DTRA is tasked under DoD Instruction 3150.09, Chemical, Biological, Radiological, and Nuclear (CBRN) Survivability Policy, April 08, 2015 to develop and maintain Military Standards (MIL-STDs) and Handbooks which define nuclear weapon environments to facilitate the certification of DoD assets potentially operating in these nuclear weapon environments. To support this effort, DTRA has developed and published two nuclear weapon environment standards. The Satellite System Nuclear Survivability (SSNS) Environment Standard (MIL-STD-3053) and the Comprehensive Endo and Exo Atmospheric Environment Standard (CANES, MIL-STD-3054). These MIL-STDs are key elements of DTRA's Nuclear Survivability Program that directly supports the Office of the Secretary of Defense (OSD), the Joint Staff, Combatant Commanders, Defense Agencies, Warfighters, and critical DoD and government facilities, systems, and infrastructures. Both of these MIL-STDs require updates per the Defense Standardization Program Office (DSPO) guidance. The scope of the tasks herein support the Joint Staff, Defense Agencies, the Services, DoD Program Offices, and other Government customers' needs in defining nuclear weapon environment requirements and to guide NWE modeling and simulations and test technologies by providing a comprehensive and consistent set of environments upon which to base those efforts. The scope includes that effort necessary to update MIL-STD-3053 and MIL-STD-3054 which are published for the DoD through the Defense Standardization Program Office. MIL-STDs are required to be reviewed and updated every five years. This effort requires the collecting, assessing and analyzing of data needed for MIL-STD updates. In addition, this effort supports the maintenance and training activities associated with the unique electronic database distributed as part of MIL-STD-3054. The contractor shall plan, execute, analyze, and report all phases of these activities.� The contractor shall serve as DTRA�s technical focal point for Environment MIL-STD support. Flexibility of approach and methods is required for development of nuclear weapon environment MIL-STDs and related documents. The scope of this effort has four (4) major work areas: This effort includes four (4) major task areas: 1. Prepare technical program management; 2. Prepare and/or change/modify nuclear weapon environment standards and related documents; 3. Develop training material and assist DTRA in the training of users for electronic databases associated with nuclear weapon environments, such as MIL-STD-3054.4; 4. Provide outreach support to respond to inquiries from the DoD regarding nuclear weapon environment MIL-STDs. See attached Statement of Work for additional details on the requirement. As part of your capability submittal, please provide responses to the following: Provide your experience in developing Nuclear Weapons/Nuclear Survivability Environment MIL-STDs, including utilization of the software to generate Nuclear Weapons/Nuclear Survivability Environments, your approach to risk management as well as your approach to develop uncertainties associated with nuclear weapon environments; Describe your experience with the Defense Standardization Program Office (DSPO) Military Standard development process, including supporting Technical Working Groups (TWGs) to include participation, preparation of presentation material, note taking, minutes and integration of TWG comments into a draft MIL-STD; Describe your experience with various software tools and methodologies required to develop/update the MIL-STD-3053 and MIL-STD-3054 nuclear weapon environment standards to include your level of expertise in scenarios, codes and other information needed to compute nuclear weapon environments for satellites as well as experience with using existing codes to improve or expand the functionality of the MIL-STD-3054 eDatabase/NDCE database; Describe the capability you have to utilize the tools needed for developing nuclear environment MIL-STDs to include your approach to ensure Validation & Verification of the tools used for development of a Nuclear Weapons/Nuclear Survivability Environment MIL-STD; Explain your Quality Assurance and Configuration Management processes; Explain your experience with delivering training and training materials for an electronic database; If asked to release iterations of an electronic database, explain how your team would determine both the number and timing of each incremental and major delivery; Assuming an event-driven schedule, describe the criteria you would typically consider before delivery of a draft version of the standard (MIL-STD-3053; -3054) and for an associated MIL-STD-3054 eDatabase/NDCE database; Explain your team�s experience in detecting cybersecurity vulnerabilities imposed by a software installed on a secure network and your experience with performing a security scan of software in an effort to identify and or eliminate cybersecurity vulnerabilities. � Sources having the capability and/or concept to meet these requirements are invited to respond to this notice. Responses should be limited to a ten (10) page white paper in 12 point Times New Roman font for any given capabilities and/or concept, not including cover page, cover letter and table of contents. Any proprietary information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Request for Information is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. � Electronic responses are required and shall be submitted to Michelle Sands, Contract Specialist, at michelle.r.sands2.civ@mail.mil and copy Daisy Chang, Contracting Officer, at daisy.m.chang.civ@mail.mil no later than March 18, 2021 at 5:00PM ET. All emails should include in the subject line the RFI number and the submitting organization�s name. All documentation shall become the property of the Government. � Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Request for Information.
