- Request for Information (RFI) AFLCMC/HBDH Scope Command High Frequency Global Communications System (HFGCS) 1. �SPECIAL NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY.� NO SOLICITATION AVAILABLE FOR THIS MARKET RESEARCH RFI.� ANY REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.� This industry RFI issued IAW Federal Acquisition Regulation (FAR) subpart 15.201(e), is for the purpose of conducting Market Research only and seeks to identify sources with experience capable of sustainment, modernization and repair of the High Frequency Global Communication System (HFGCS) ground system radio. This is not a solicitation/request for proposal and no contract shall resultant from this Market Research RFI.� All responses, questions, and comments shall be sent to Ms. Melissa Richardson�s email melissa.richardson@us.af.mil or address: AFLCMC/HBK 3001 Staff Drive STE 2AJ/86A, Tinker AFB, OK 73145-3020.� All responses shall be received NLT close of business 17 March 2021.� Questions and comments shall be in writing.� Telephone calls or in-person meetings are not permitted for this RFI.� The Government will not pay for any information received in response to this request, nor shall the Government compensate any responder for any cost incurred in developing the information submitted to the Government.� This RFI is being conducted by the United States Air Force to identify vendors/companies capable of providing known sustainment, and future unknown modernization efforts to address system obsolescence and your company�s ability to provide depot level repairs of subsystem components.� The primary purpose of this RFI is for the contractor to illustrate their company�s capability to furnish labor, material, SIL facilities, software and equipment necessary to provide 100 percent interoperability for integration, installation, upgrade, modernization and sustainment of/with the Scope Command program High Frequency Global Communication System. 2.� PROGRAM INFORMATION: A. �The High Frequency Global Communication System (HFGCS) is a fully integrated world-wide C2 high-frequency (2 � 30 megahertz) networked radio communications capability currently consisting of 13 stations with 10 located OCONUS.� Locations include Joint Base Andrews, Offutt AFB, Beale AFB, Elmendorf AFB, Hawaii, Guam, Yokota, Puerto Rico, Lajes, Ascension Island, RAF Croughton, Sigonella, and Diego Garcia.� All stations are networked back to the Network Control Stations at Joint Base Andrews and Grand Forks AFB.� Each individual radio station is composed of a transmitter site, receiver site and control site.� The station control site is directly connected to Network Control Stations operational nodes which coordinates the asset management and functional activities of each individual station.�� Individual stations have multiple transmitter and receiver pairs, referred to as levels, so that a station may operate on multiple frequencies at any given time.� B.� Coordination and control of the system is facilitated using the Collins Aerospace Communications Control and Management System (CCMS) proprietary integration software.� Scope Command operator consoles, used to control and manage system assets, are located at eleven locations globally, including the redundant operational nodes.� HFGCS utilizes a 2-level maintenance concept.� Organizational maintenance is the responsibility of the host command which identifies, removes and replaces faulty subsystem components and arranges shipment to the contractor.� Depot maintenance (defined as any maintenance performed within a Contractor owned and maintained maintenance facility) is the responsibility of the contractor as part of the contract logistic support (CLS), where the faulty subsystem components are repaired by the contractor or the original equipment manufacturer (OEM).� C.� Scope Command is the Department of Defense program of record for high power (greater than 1000 watts) beyond-line-of-sight (BLOS) strategic Command and Control radio communications, which operates, maintains, and modifies HFGCS.� 2.C.1. �The current 13+ station network is controlled by two redundant operational nodes �����via direct remote access from several user locations.� 2.C.2.� The system is composed of IP network equipment, radio transceivers, radio-frequency (RF) power amplifiers, audio switches, and other equipment, all of which is commercial off-the-shelf/non-developmental (COTS/NDI).� 2.C.3.� All system hardware and equipment is controlled in a fully integrated fashion by a CCMS, COTS computer and network operating systems, and COTS security and support software.� 2.C.4.� The Government owns no data rights to the COTS system software source code.� D. �HFGCS is a standards-based open architecture system, utilizing MIL-STD-188-110B, MIL-STD-188-141B, Standardized Agreement (STANAG) 5066 and other NATO STANAGs.� HFGCS stations can operate in single sideband (SSB) and independent sideband (ISB) modes, is Automatic Link Establishment (ALE) capable, and supports current and legacy HF modem waveforms, including MIL-STD-188-110C. E. �Upgrade and sustainment support of the HFGCS system is provided by the five contractor-managed System Integration Labs (SILs) capable of replicating the entire system and its capabilities, all modernization and sustainment efforts are integrated into this environment prior to actual fielding to the live HFGCS system to mitigate risks. System-wide broadcast capability includes single-, multi- and all-station modes.� Additionally, the system supports an Email over HF capability utilizing the Collins Aerospace HF Messenger platform and integrating software.� 3.� PURPOSE/DESCRIPTION OF REQUIREMENT:� ����� A. This RFI is for Program Office �planning purposes only� and will be utilized for Market Research.� Please take into account the following assumptions/statements: 3.A.1� The Government is not planning a system replacement of the existing equipment and software of this ongoing continuing sustainment contract. 3.A.2� The Government procured no data rights to OEM software.� 3.A.3.� The Government anticipates new integration, installation, upgrade, and modernization efforts in order to expand current HFGCS capabilities.� 3.A.4. �The Government will review your company�s capability to support annual depot maintenance, logistics support, sustainment and life-cycle management for all line replaceable units and software operating as part of this sustainable Department of Defense System.� Emergency on-site sustainment support is required for maintenance outages beyond the capability of organizational maintenance.� B. �Industry responses shall address your company�s capability, given the above assumptions/statements, on the following topics: 3.B.1 �The contractor�s capability to support a replacement effort for known obsolescence radios with an IP-enabled software defined digital capable radio.� Radio�s SHALL BE compatible with the current HFGCS ground system and demonstrate 100 percent interoperability with current users. 3.B.2. �The contractor�s capability to perform repair/overhaul/re-manufacture, and testing, which include both preservation and packaging necessary, to perform maintenance based upon the repairs being done within a contractor owned and maintained maintenance facility and returning completely serviceable unit(s) to multiple Government sites worldwide.� 3.B.3.� The contractor�s capability to support supply chain management, logistics, parts forecasting, long-lead parts procurement, reparable forecasting, obsolescence issues and delivery of serviceable assets.� 3.B.4.� The capability of furnishing labor, material, SIL facilities, software and equipment necessary for integration, installation, upgrade, modernization and sustainment of the Scope Command program. 3.B.5.� The contractor�s ability to operate, maintain, and manage, with 100 percent interoperability, this High Frequency Global Communications System utilizing OEM CCMS software and software coding capability.� The proposed North American Industry Classification Systems (NAICS) Code is 541330.� The Small Business Size Standard is $38.5 million. The Government is interested in all businesses to include, Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses, as well as SB Teams. 4.�� REQUIRED INFORMATION: A complete response to this RFI requires submitting no more than a ten (10) page response (Not including Attachments), addressing all questions below� Times New Roman 12 font.
