Description
This Sources Sought Notice is issued to conduct market research for The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC) and Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) seeking potential sources for the required support services identified herein. Additionally, this notice is intended to gauge small business interest and capability, and ultimately determine the acquisition strategy. Background Information The NOAA/AOC owns and operates two (2) Lockheed Martin WP-3D Orion aircraft used to perform numerous scientific missions such as hurricane research, hurricane reconnaissance, air quality research, and climate research conducted throughout the United States, its territories, and foreign countries worldwide. Each aircraft uses four (4) Rolls Royce T56-A-14 Series 3.5 engines. In addition, AOC currently maintains two (2) spare T56-A-14 Series 3.5 engines. The anticipated North American Industry Classification System (NAICS) code for this requirement is 488190� Other Support Activities for Air Transportation with a corresponding size standard of $35,000,000.00. The Government requests capability statements from interested sources that address the below requirements.� General Requirements: NOAA/AOC is seeking Rolls Royce T56-A-14 Series 3.5 engine maintenance, repair, and overhaul support services. In order for the Government to determine vendor capability, firms shall provide details regarding experience and capability in providing the following service areas: Rolls Royce T56-A-14 Series 3.5 engine repair services including initial teardown inspections, overhaul, repair, hourly inspections identified in NA01-75PAA-IMP-6-3 (these include 600Hr, 1200Hr, 1800Hr Inspections), component replacement and interior/exterior engine nacelle cowling paint and touch up; Spare engine test cell run and preservation, all preservation actions shall be to Level II (one year preservation) at a minimum or if necessary to Level III (indefinite preservation); Technical engine troubleshooting services, 24 hours per day, 7 days per week, and 365 days per year; On-call technical field support at AOC�s Lakeland, FL hangar or while deployed world-wide; Training services for AOC personnel both on-site and on-the-job, as well as Rolls-Royce T56-A-14 Series 3.5 engine classroom training focused on organizational-level maintenance repair and engine systems troubleshooting; Outright purchase and exchange purchase price of zero-time T56-A-14 Series 3.5 engine; Parts for the following: T56-A-14 Series 3.5 engine life limited parts, consumable parts, repairable parts, components and accessories including the Quick Engine Change Kit (QECK). Required Vendor Information The vendor�s submitted response shall include the following details: Company name and address; DUNS number; Size of business according to NAICS 488190 (e.g. Large Business, Small Business, 8a, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, HubZone, Small Disadvantaged Business, or Woman Owned Small Business), as validated by SAM; Company point of contact � Name, Phone Number, and Email Address; Location of service centers; Rolls-Royce authorized maintenance center (AMC) qualification and an Federal Aviation Administration (FAA) certified repair station (CRS) qualification for the Rolls-Royce T56-A-14 Series 3.5 engine. This notice is not considered a solicitation for quotes, nor does it constitute any obligation on the part of the Government to procure these services at this time. The Government is under no obligation to pay for information submitted in response to this notice. Any proprietary information provided by vendors must be clearly marked as such. Furthermore, capability statements are not to exceed 15 total pages. All interested sources shall submit a capability statement for the Government�s consideration and review. To be eligible, interested parties must be registered with the System for Award Management (SAM): beta.SAM.gov. Interested sources without a SAM account can contact the Federal Service Desk (FSD) at (866) 606-8220 for assistance in registering in SAM. All capability statements are to be submitted electronically to James Skaggs at James.Skaggs@noaa.gov by no later than March 1, 2021 by 3:00PM ET.
