- NOTICE OF INTENT TO SOLE SOURCE: This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. INTRODUCTION: The U.S. Department of Veterans Affairs, Network Contracting Office 17 (NCO 17) intends to award a contract on a sole source basis to PDS Consultants, Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB) concern, for the provision of prescription eyeglasses and optician services to the veteran beneficiaries of the following healthcare systems and their entire catchment areas within the Veterans Integrated Services Network 17 (VISN17): Amarillo VA Health Care System (Amarillo, TX) Central Texas Veterans Health Care System (Temple, TX) El Paso VA Health Care System (El Paso, TX) South Texas Veterans Health Care System (San Antonio, TX) VA North Texas Health Care System (Dallas, TX) VA Texas Valley Coastal Bend Health Care System (Harlingen, TX) West Texas VA Health Care System (Big Spring, TX) The VA has an ongoing program to provide prescription eyeglasses to eligible veterans. The provision of corrective eyeglasses is required for eligible veterans to meet their optic and low vision medical needs. The VA eye clinic prescribes corrective lenses based upon a medical exam. The clinical judgement and assessment are used to determine medical necessity in conjunction with VHA Directive 2008-070 -- Prescribing Hearing Aids and Eyeglasses -- and 39 CFR 17.149 -- Sensory-Neural Aids. Eyeglasses are not an emergent service and follow the administrative standard for assessment and procurement practices. The Contractor shall provide all labor and materials necessary to provide prescription eyeglasses and in house -- onsite at VA facilities -- optician fitting services. This requirement is for the manufacturing and delivery of prescription eyeglasses to include fitting services provided by a licensed optician. Contractor shall offer eyeglass frames, as well as single vision, bifocal, trifocal, and progressive lenses. The sole source contract will be for a one-year Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with one six-month option period. The approximate performance period will be February 28, 2021 February 27, 2022 for the base period and February 28, 2022 August 27, 2022 for the six-month option period. Federal Acquisition Regulation -- FAR -- Parts 12 and 13.5 procedures will be used. The North American Industry Classification System -- NAICS -- code for this requirement is 339115 with a small business size standard of 1000 employees. This bridge contract is written only to allow additional time to compete a long-term SDVOSB contract for the same scope.
