Description
Northwest Regional Maintenance Center (NWRMC), Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) Contracting Office (Code 440), Bremerton WA, intends to procure non-SUBSAFE pipe and structural welding, interference removals to include cabling and special hull tile (SHT) removal, blanking of main ballast tanks, exterior tanks, bow structures, torpedo ejection pump (TEP) recesses, sonar sphere, pressure hull, forward interior and exterior, in support of the USS JACKSONVILLE Propulsion Plant Deactivation Availability (PPDA) being accomplished at PSNS&IMF. The contractor shall furnish the necessary management, material support services, labor, supplies, and equipment deemed necessary to perform this contract at Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, WA (Controlled Industrial Area). Typical hull and structural work to be performed during this requirement will be derived from PSNS&IMF100-8779866 Rev -, USS JACKSONVILLE (SSN-699) NON-NUCLEAR HULL BLANKING INACTIVATION and may include base metal build-up and structural member removal and replacement in spaces/surfaces as specified, using NAVSEA Standard Items, SUBMEPP standards, MIL-STD-1689A, FABRICATION, WELDING, AND INSPECTION OF SHIP�S STRUCTURE and PSNS & IMF quality assurance and environmental safety and health (QA/ESH) requirements. The Contractor shall have an acceptable Quality Management System, in accordance with NAVSEA Standard Item 009-04, or equivalent, in place at time of contract award and shall maintain an acceptable Quality Management System (as defined in Standard Item 009-04) for the life of the contract. The company shall be responsible for employing technically qualified personnel that are trained and/or knowledgeable in all aspects necessary for the qualification of welding procedures, welders, nondestructive test (NDT) procedures, NDT personnel, NDT equipment, workmanship inspection procedures, and workmanship inspection personnel for submarine pipe and structure repairs. The contractor shall maintain written weld procedures that comply with the requirements of S9074-AQ-GIB-010/248. The contractor shall maintain nondestructive test (NDT) procedures that meet the requirements of T9074-ASGIB-010/271. �Contractor shall obtain access to NMD to provide electronic communication of work requirements associated to this contract. Access to NMD shall be coordinated through the Contracting Officer�s Representative upon contract award. Contract shall have the capability to obtain the appropriate security clearance for their employees for access to the facility. Based on market research and a sources sought notice, this acquisition is being competed on an unrestricted full and open basis. The procurement will be awarded utilizing a lowest price technically acceptable source selection, requiring the submission of a proposal with technical, price and past performance volumes. The NAICS classification for this acquisition is 336611. The� Government intends to award a single Firm-Fixed Price contract. The period of performance for this acquisition is anticipated to be six and a half (6.5) months, commencing on or around 21 Jul 2021. All interested parties may download the solicitation and any amendments�on Beta.SAM, www.beta.sam.gov. All contractors must be registered and active in the System for Award Management (SAM) www.sam.gov/portal/public/SAM/. The solicitation along with any attachments will only be available electronically Beta.SAM. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. The dates of solicitation issuance, receipt of proposals in this synopsis are projected. It is anticipated that solicitation N4523A21R0800 will be released on or about March 5, 2021. The solicitation closing date is anticipated to be approx. 30 days after solicitation release. This synopsis is not a request for competitive proposals nor is it intended to in any way create an obligation on the part of the Government. The actual date and time will be identified in the solicitation.
