- ���� The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm fixed-price, Design-Build contract award through the Two-Phase, Request for Proposal (RFP), Best Value Trade Off solicitation process. The project is restricted to Small Business firms. The project description is as follows: The design & construction of a new commercial vehicle entry control point gate, roadway & control facilities that leads into the Lakehurst Naval Installation. The project will include hardened entry check-in security control buildings, covered vehicle inspection station, over-watch, passive-active barriers, crash-beam and pop-up reinforced fencing located at the perimeter. The project will also include site improvements, pavements, utilities, and communication infrastructure (i.e. closed circuit television, local network, alarm systems, CATV, etc.). The roadway will be reconfigured to align the commercial checkpoint entrance with the new County Road 547 intersection, it will have proper deceleration lanes and truck maneuverability lanes. The project scope includes the demolition of some existing buildings. All coordination, permitting and environmental remediation work will be included in the project scope. It is anticipated that the RFP will be issued on or about 16 Oct 2020 and the proposals will be due about 30 days later. The project plans & specifications will be posted electronically and any and all amendments shall be likewise posted. Hard copies will not be available.�� It is the contractor's responsibility to monitor the web-site for any amendments. Offerors are required to be registered in the System for Awards Management (SAM), located at www.sam.gov. Award will be made to the best value & responsible Offeror. �� ��� The evaluation criteria will be as follows: Phase One: �Factor 1- Relevant Specialized Past Experience; and Factor 2 - Past Performance.� Phase Two will consist of Factor 3 - Qualifications of the Offeror�s Team and Factor 4- Scheduling.� ONLY Factors 1 and 2, Past Relevant Experience and Past Performance are required for Phase One. Those Offerors passing Phase One criteria will be invited to submit for Phase Two, Factors 3 (Offeror�s Team Qualifications) and 4 (Scheduling). �The Government will select up to five (5) Offeror�s to proceed onto the Phase Two portion. The project will be awarded to the Offeror whose offer is the best value trade-off to the Government. � ����� The period of performance for this project is approximately 540 calendar days from the Notice to Proceed date. The specifications will be posted electronically via the beta SAM website. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction.�� The magnitude of this construction is estimated to cost between $5,000,000 and $10,000,000.�� ������ Offers will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Floor 16-300, �26 Federal Plaza, New York, NY 10278 or DOD safe site. All questions must be submitted in writing via email, fax, or mail to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website once the solicitation is issued. Interested parties may download and print the solicitation at no charge from the website. All vendors who want access to the solicitation must be registered with System for Awards Management (SAM), located at www.sam.gov.
