Description

This is a PRESOLICITATION NOTICE, Solicitation 75H701-21-R-00021 for the ASHRAE 170 Compliance � Air Handler 7 Unit Upgrades, a construction project for the Indian Health Service, Division of Engineering Services.� The Government anticipates releasing the solicitation on or about 8 March 2021 and will remain open for approximately 30 calendar days.� The solicitation and all amendments for this Request for Proposals will be posted on https://beta.sam.gov/. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents.� Additional details can be found in the solicitation when it is posted to https://beta.sam.gov/. SCOPE OF WORK:� The project is to replace air handler 7 (AH-7) in its entirety. The air handler serves Inpatient Area E and ICU Area D of the Pine Ridge Comprehensive Health Care Center located in Pine Ridge, South Dakota. All components shall be carefully demolished and removed from the unit including the pneumatic controls. The existing unit and all associated accessories shall be completely demolished in their entirety. The unit and any associated accessories must be removed through an existing 6 feet wide by 7 feet wide double door located inside the air handler penthouse and exiting onto the roof level. There is a 6-foot-wide stairwell on each side of the door way. There is no option to remove the roof and remove the air handler as the existing penthouse roof is all heavy structural steel and is a part of the building structure. Contractors will be required to provide and use medical grade construction barriers, portable barriers, and temporary HEPA filtration ventilation systems only where required in patient care areas and depending on the extent of work and infection control policy, personnel, and procedures dictated by the Pine Ridge Hospital. LOCATION OF PROJECT:� All work shall be performed at the Pine Ridge Comprehensive Health Care Center, which is located at East US Hwy 18, Pine Ridge, SD 57770.� CONSTRUCTION DURATION:� Period of Performance is 270 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $250,000 and $500,000 in accordance with FAR 36.204(g). SITE VISIT:� Details regarding the Site Visit will be included in the solicitation. NOTE: ALL DATES ARE SUBJECT TO CHANGE.� SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 238220 Plumbing, Heating, and Air-Conditioning Contractors.� The associated size standard for this procurement is $39.5 million. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million. This solicitation will be procured as a Request for Proposals (RFP) in accordance with FAR Part 15 and 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. CONTRACT TYPE: �The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. NOTE: Registration in the System for Award Management (SAM) database is mandatory to be considered for award. �Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov. �Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
