Sources Sought for Modified BKN03 Pellet Type IIB IAW MIL-P-46994B This Sources Sought Notice is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. 1�� �General 1.1�� �Introduction The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Rockets and Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD) Division, requires support in the manufacture of BKN03 Pellets modified to meet the higher crush strength requirements of the Zuni Igniter. The Zuni Igniter is installed into the MK85 RATO (Rocket Assisted Take Off), which is used to launch the BQM177 aerial target. 1.2�� �Scope The Contractor shall procure, fabricate, test, inspect and deliver a single lot of the modified BKN03 pellets. 2�� �Applicable Documents The Contractor is responsible for meeting the requirements of this SOW, and all applicable drawings and specifications in any product documentation under this contract. 2.1�� �General Specifications The following list of general specifications is not inclusive of all required specifications. Document Number�� �Document Title MIL-P-46994B�� ��� �Pellets/Granules Boron/Potassium Nitrate Contract Data Requirement Lists as in the attached Form 1423s: DI-MISC-80678�� �Certification / Data Report (A001) *�� �Copies of Government documents are available online at http://assist.daps.dla.mil/quicksearch/ or from the Standardization Document Order Desk, 700 Robbins Avenue, Building 4D, Philadelphia, PA 19111-5094. 2.2�� �Conflicting Document Requirements If there are any conflicts between publications, drawings, or inspection requirements listed herein, the contractor shall notify the Contracting Officer (KO) and the Technical Point of Contact (TPOC), in writing for interpretation, clarification, and resolution. 3�� �Requirements 3.1�� �General The BKNO3 Pellets shall adhere to Type IIB IAW MIL-P-46994B, with the exception of the binder modification in Paragraph 3.1.1 of this SOW. �The Contractor shall provide, design and/or fabricate all necessary tooling or processing equipment to manufacture and test the BKN03 pellets. 3.1.1�� �Binder Modification The Contractor shall modify the binder composition in Paragraph 3.1.3 of MIL-P-46994B to meet the modified crush strength requirement of Paragraph 3.2.1 of this SOW, as well as all other requirements of MIL-P-46994B. 3.2�� �First Article Testing First Article Test (FAT) sample submission by the Contractor may be waived by the Government if the Contractor has successfully delivered an identical modified BKNO3 lot within the last 3 years. 3.3�� �Testing The Contractor shall perform conformance testing on the manufactured lot to verify it meets the requirements of MIL-P-46994B. �The crush strength shall meet the modified value in Paragraph 3.2.1 of this SOW. The Contractor shall provide a Certificate of Analysis (CDRL A001) to certify the pellets meet the test requirements of MIL-P-46994B and this contract. 3.3.1�� �Crush Strength Modification The BKNO3 pellet average crush strength in Paragraph 3.3, Table IV, of MIL-P-46994B shall be 11,350 grams, minimum, when tested in the radial orientation (on edge). 3.4�� �Variance The Contracting Officer and the TPOC must be notified of any request for variance prior to shipment of deliverables. It is not acceptable to modify the density of the pellet, as this significantly impacts ignition delay; leading to unacceptable performance for the MK 85. The only acceptable modification to meet this requirement is a chemical change to the binder. 3.5�� �Acceptance The Government shall perform independent sample testing on deliverables within 30 days of receipt of product. Testing shall be performed to verify pellet, shape/size, crush strength, moisture content, appearance and contamination, and heat of explosion. 4�� �Reporting Requirements and Deliverables 4.1�� �Certificates The Certificates shall include the signature of the Contractor�s representative authorized to make such certification. The Government reserves the right to reject defective product submitted if the product does not successfully pass Government inspection or testing. �The Contractor shall in such event promptly replace the rejected deliverables at the Contractor�s expense. 4.2�� �Labeling of Package Completed lot packaging shall be labeled IAW MIL-P-46994B Paragraph 5.3. 4.3�� �Delivery The Contractor shall notify the Contracting Officer 30 days in advance if the Contractor cannot meet the delivery schedule specified in the contract. Delivery address is provided below. �The Contractor shall be responsible for coordinating, preserving and packing IAW MIL-P-46994B Paragraphs 5.1.1 (Level A) and 5.2.1 (Level A), and shipping the pellets. Deliver to: NSWC IHEODTD 5021 Safe Haven Way Explosive Scales Facility, Building 1104 Indian Head, MD 20640-1525 5�� �Security All deliverables associated with this SOW are �unclassified�. Submissions: All interested sources shall provide the organization name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. In addition, all interested sources shall provide a summary of their company's capabilities� Responses to this electronic notice must be made by 3:00 p.m. EST March 22, 2021.
