Description
Notice of Intent to award as a sole source to Custom Vault Corporation, for the requirement of the design, fabrication, and delivery of customized mobile vault systems (MVS), for the U.S. Customs and Border Protection, U.S. Border Patrol Headquarters. This proposed contract action is for the purchase of a limited number of proof-of-concept high-security storage vaults for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), regularly processes over 70 tons or narcotics and 35,000 line items of high risk evidence and seized property annually, which requires high-security storage units (vaults) for holding and storage while adjudication for either disposal or transfer of the goods is underway. Currently, the USBP utilizes vaults and storage units provided by outside agencies such as the Drug Enforcement Agency (DEA) for this need; agencies which also process seized property and must make allowances for USBP storage. Those other-agency storage units are generally remain-in-place units or containers, to which the USBP must travel, over sometimes lengthy distances, in order to secure their seized goods and property. With the advent of increased traffic and activity at the border, seizures and storage needs for all agencies has increased and can only be expected to continue increasing in the foreseen future. Therefore, in an attempt to both alleviate the strain on those outside agencies, while providing for the unique needs of the USBP in remote and austere operational locations, CBP requires USBP-Owned, USBP-Operated storage solutions which allow for standalone, high-security functionality, and mobile capability while meeting the stringent requirements of the DEA Controlled Substances Security Manual (Title 21 CFR 1301.72-1301-76); and the CBP Physical Security Policies and Procedures Handbook (HB 1400-02C). The initial storage units, or vaults, will be highly customizable to meet the Border Patrol unique requirements, and shall be procured on a limited basis initially. If the proof of concept is successful, additional units, or vaults may be ordered in the future. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for future requirements of this nature. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future. Any vendors who believe they can provide the items and can provide proof of ability to meet the requirements should email their company's capabilities information to the attention of Frank S. Duarte, Contracting Officer (CO), at frank.s.duarte@cbp.dhs.gov, by March 12, 2021. Information submitted should support the company's capability to perform the work required. The Government shall not be responsible for costs in the preparation of responses to this announcement. Only email responses accepted. No phone calls.
