Description
This request on the behalf of the United States Department of State (DOS), Bureau of International Narcotics and Law Enforcement (INL) is being set aside for A-E firms on an unrestricted basis. The NAICS code for this acquisition is 541310 with a small business size standard of $7.5M.� General. This statement of work (SOW) is being provided by the United States Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL) to outline the requirements for architect-engineer (A-E) services in Bridgetown, Barbados.� The architect-engineer (A-E) firm must perform all professional services described herein in order to conduct an initial formal site assessment and provide the designs, including the plans and specifications, for the Renovation of the Royal Barbados Police Force Regional Training Center (RPTC) to enable INL to consolidate training implementation and participant logistics from the hotel environment to a dedicated law enforcement training institute.� This is a collaborative project between INL and Royal Barbados Police Force Regional Training Center. The purpose of this project is to meet the design needs of the Regional Police Training Center as well as complement the work INL has already conducted.� The A-E firm shall be receptive to the needs, requirements, and limitations (e.g., budgetary) of all parties involved and present design options that meets these needs, requirements, and limitations.� While the A-E firm will consult and entertain feedback and ideas from the Royal Barbados Police Force Regional Training Center, the A-E firm is to take direction only from DOS/INL.� No payments will be made for any supplies or services not authorized by DOS/INL or for any changes to the work specified herein not authorized by DOS/INL.� This includes any services performed by the A-E firm of his/her own volition or at the request of an individual other than the Contracting Officer (CO).� Only the Contracting Officer is authorized to change the specifications, terms, and/or conditions of this contract. Background. The Caribbean represents a �third border� for the United States and is a trafficking route for cocaine destined for the United States from South America.� INL works to advance citizen security and build criminal justice sector capacity in the Caribbean through the regional 13-country Caribbean Basin Security Initiative (CBSI).� CBSI partner nations include the seven independent countries of Antigua and Barbuda, Barbados, Dominica, Grenada, St. Kitts and Nevis, St. Lucia, and St. Vincent and the Grenadines, collectively referred to as the Eastern Caribbean.� These countries also comprise the Regional Security System (RSS), a collective defense organization whose responsibilities, among others, include regional law enforcement training and narcotics interdiction. The Eastern Caribbean hosts abundant transshipment points for illicit narcotics primarily from Colombia and Venezuela destined for North American, European, and domestic Caribbean markets.� Criminal networks have taken advantage of the EC�s porous borders to facilitate the movement of firearms, drugs, and people through the region. The INL Section at U.S. Embassy Bridgetown administers programming in the Eastern Caribbean and with the RSS.� INL Bridgetown advances its mission through a range of technical assistance projects designed to disrupt organized crime, foster Caribbean cooperation in countering criminal activity, and strengthen the law enforcement capacity of partner governments. The renovated RPTC will enable INL to consolidate trainings in a strategic manner that will produce operational efficacies, cost savings and enhanced program data collection; The RPTC will provide Embassy Bridgetown a formal, social political mechanism to facilitate a constant transmission of core U.S. values;�The RPTC will provide Embassy Bridgetown a dynamic and continual public relations platform;�The RPTC will counter the PRC's influence efforts in the region through the creation of a more permanent U.S. Eastern Caribbean political and economic cooperation entity.� Place of Performance. All work shall take place at the A-E firm�s facility and the construction site(s) at/near the Regional Police Training Center located in Paragon Christ Church, Barbados. Construction Site. The current construction site is located approximately 17km East of Bridgetown, Barbados.� The construction site (built-up area) is approx. 820 square meter, in size and is located in at the training center territory. The A/E firm shall conduct an initial site investigation that will include an assessment of the local public utilities and their ability to provide potable water, electricity and waste water services to the site.� The actual site itself is relatively flat and is accessible by paved roads.� The USG cannot validate the accuracy of other information provided the Regional Police Training Center.� Existing documents for renovation include concept design drawings, a quantity surveyor cost estimate and a draft tender document developed by DOS/INL local partner Amron Services Inc, and will be provided to the A-E firm. The A-E firm shall be prepared to perform additional site visits and perform a formal survey of the area intended for construction, and update/provide their own concept drawings as a starting point for this project. While in Barbados individuals with disabilities may find accessibility and accommodation very different from what you find in the United States. Barbados law mandates that the state provide for persons with physical and mental disabilities, but there are no specific regulations mandating accessibility to buildings, transportation, and communication for those with special needs. Most buildings, transportation, and educational facilities do not provide for people with special needs and, individuals in wheelchairs or who have difficulty walking may face challenges. Scope of A-E Services. The architect-engineer (A-E) firm must perform all professional services described herein in order to design the correctional detention facility with an adjacent training center in accordance with this statement of work.� In carrying out the required professional services, the A-E firm will provide all labor, materials, supplies, and transportation.� The professional services to be furnished must include the following base contract and option items: 1. Item 1 (CLIN 0001): A-E Planning & Assessment Services. The planning services required include a formal site survey and various site assessments. Overview: Site Survey.� A formal property survey is required.� The A-E firm shall verify the actual property lines with the designated Royal Barbados Police Force representatives to ensure the proposed construction site does not infringe on private property.� Overview: Site Assessments.� The A-E firm will carry out preliminary site assessments that describe the physical, functional, and performance requirements that must be met by the A-E firm in designing the construction project.� The site assessments shall be comprehensive and reviews the proposed construction site�s soil, vegetation, topography, and hydrology in preparation for a development of a sediment and erosion control plan for construction work to be performed by the eventual construction firm.� The site assessments shall also include an environmental assessment and geological testing.� Specific Requirements: The A-E firm shall conduct a complete site survey for the proposed construction site which shall include the development of architectural drawings and elevations, which are followed by basic structural, mechanical and electrical drawings, which shall be included with the design concept construction documents including the specifications manual, or �spec book.�� If there is any demolition or excavation, for example, that may be handled in the main specifications, or possibly by a completely different set of construction documents.� Any electrical or plumbing work needed will also be included in the specifications. Notice to Proceed. �Upon award of the contract, the Contracting Officer may provide to the A-E firm a limited notice to proceed (LNTP) which shall allow the A-E firm to commence with mobilization to carry out various activities associated with the required planning services. Period of Performance.�� The period of performance for Item 1 shall be for 30 (thirty) days.� 2.�Item 2 (CLIN 0002): 60% Concept Design. The A-E firm must create a 35% concept design that implements the design objectives below for the facility, accompanied by a design narrative and initial specifications, construction cost estimate, and construction schedule.� The 35% concept design allows DOS/INL to review and concur with the A-E firm�s interpretation of the functional and organizational requirements of the project and is intended to clarify, as well as establish, specific requirements for the project. Specific Design Requirements.� The A-E firm shall develop a design to renovate the Regional Police Training Center male dormitories, female dormitories, the shared bathroom facilities and a common student study hall room.� This may include site adaptation of designs provided to the A-E firm by DOS/INL. The A-E firm must work closely with the Royal Barbados Police Force and INL to determine the design requirements and ensure the design meets the needs and expectations of both parties through an iterative, inclusive process.� This includes the provision of multiple options and configurations, with the associated pros and cons attached to each choice, for the consideration of the Royal Barbados Police Force and INL. Initial, tentative requirements are outlined below.� The final approval rests with INL. The facility is intended for [describe intended use(s) in as much detail as possible] �. and should include, but not limited to: - 25 Modern individual male dormitory lodging quarters - 20 Modern individual female dormitory lodging quarters - Modern shower, toilet and changing facilities - Modern study hall library room for participants The attached concept design drawings are provided as basic guidelines only.� The A-E firm is to reference them to assist in the development of the final construction scope and budget. The A-E firm is encouraged to incorporate local architectural features into the design and where feasible, use them as an accent to enhance both the interior and exterior finishes of the structure.� Minimum Drawing Elements.�� At a minimum, the drawings shall include the following: Civil Site Demolition Plan Topographic Survey Plan Site & Utilities Plan Architectural Demolition Floor Plans New Work Floor Plans - Including room names and dimensions Furniture Footprint Plan - Reflecting and including an updated collateral equipment list coordinated with the activity. Finish Schedules Roof Plans Wall Sections Structural Foundation Plan Floor Framing Plans Roof Framing Plans Mechanical Site Plan Plumbing Floor Plan - Showing fixtures and equipment locations HVAC Floor Plan - Showing equipment locations, one or two line duct layout, preliminary piping runs Mechanical Room Plans - Showing major equipment and maintenance access space Legends Electrical Site Plan Lighting Floor Plan and Lighting Fixture Schedule Power Floor Plan Special Systems (telecommunications, FA, CATV, CCTV, intercom, etc.) Floor Plan(s) One Line Diagrams and/or Power Riser Diagrams Legends NOTE: Electrical floor plans should indicate proposed number and location of fixtures, outlets, and devices, but should not indicate any conduit or cable runs. Electrical floor plans should also indicate proposed location and space required for electrical equipment such as transformers, switchboards, panel boards, and telecommunication equipment. Associated Submittals.� In addition to the drawings, the following documents shall also be included as a part of the 35% concept design submitted to DOS/INL. Basis of Design Preliminary Color Design Exterior Architectural Design Submittal. Outline Specification Proposed construction schedule and schedule of major utility outages. Calculations - Include to the extent required by the Basis of Design. Preliminary Cost Estimate. Period of Performance.� The period performance of Item 2 shall be 60 days.� 3.�Item 3 (CLIN 0003): 95% Pre-Final Design. After DOS/INL accepts the 35% Concept Design documents submission, (the architect-engineer (A-E) firm will prepare the 95% pre-final design drawings, for the Regional Police Training Center facility renovation accompanied by a revised design narrative, specifications, cost estimate, and construction schedule.� The A-E firm must continue to work closely with the Royal Barbados Police Force and the INL to determine the design requirements and ensure the design meets the needs and expectations of both parties through an iterative, inclusive process.� This includes the provision of multiple options and configurations, with the associated pros and cons attached to each choice, for the consideration of the Royal Barbados Police Force and INL. The final approval rests with DOS/INL. hall prepare drawings and other documents based on the approved concept documents to fix and describe the character of the entire project, including architectural, structural, mechanical, and electrical systems, materials, and such other elements as may be appropriate.� All drawings shall be prepared to construction documents scale and illustrate the proposed final design of the project.� The drawings must be accompanied by all related engineering calculations and any necessary construction notes.� Period of Performance.� The period performance of Item 3 shall be 60 (sixty) days. ???????4.�Item 4 (CLIN 0004): 100% Final Construction Documents. After DOS/INL accepts the 95% Pre-Final Design, the architect-engineer will prepare 100% Final Construction document services for the Regional Police Training Center facility.� The goal of this Item is to fully prepare the Royal Barbados Police Force and INL to bid out the contract to renovate the Royal Barbados Police Force facility. This Item will include the production of the final drawings, design narrative, specifications, and other associated documents intended for the solicitation for the actual construction based on the DOS/INL approved 95% Pre-Final Design documents.� This also includes an estimate of the potential construction cost of the project with escalation projected to the date planned for the receipt of bid(s)/proposal(s). The architect-engineer also must prepare documents for submission by the eventual construction A-E firm to the Government of Barbados for the purpose of securing a permit. The specifications for the construction project shall be in accordance with the standards developed by the American Institute of Architects (AIA), the Construction Specifications Institute (CSI) and the International Building Code (IBC). Period of Performance.� The period performance of Item 4 shall be 30 (thirty) days. Type of Contract �A standalone Firm-Fixed-Price contract is contemplated. ???????Significant Evaluation Factors A-E firms responding to this announcement will be evaluated on the above requirements based on the criteria in descending order of importance: 1. Technical Expertise: Specialized experience in construction and construction monitoring, within the last five (5) years, and technical competence in building renovations as well as technical competence in the design and inspection of such facilities/structures. Proficiency of Quality Control engineers with analyzing and summarizing technical data, providing recommendations, reporting research results, demonstrating technical understanding, familiarity with engineering codes and standards, familiarity with engineering software (CAD, scheduling, designing and estimation), and familiarity with submittal and monitoring phases.� Sufficient experience on the Quality Control/Quality Management system.� Quality Control engineers must have Quality Control/ Quality management certificates from appreciated agency and must have sufficient experience with construction materials on site and lab tests. 2. Personnel Qualification and Retainage: Professional qualifications of the team members assigned to the project including relevant education, registration(s)/license(s), longevity with the firm, engineering qualifications, construction experience, and construction monitoring experience.� Ability to provide and retain qualified and suitable candidates that can successfully perform project requirements. 3. Project Management: Methods, reporting and client communication plan, corporate structure, facilities, systems, equipment, procedures, records management, and other components related to providing effective project execution.� Ability to comply with the performance schedule, required or proposed delivery, taking into consideration all existing governmental business commitments. 4. Past Performance: Past performance on government and/or private industry contracts, particularly in networking of data and IP voice communications through microwave links as well as technical competence in the design and inspection of such a system. Record of integrity and business ethics including satisfactory compliance with laws related to taxes, labor and employment, environment, antitrust, and consumer protection. 5. Resources:� Adequate financial resources and capacity to perform the contract or ability to obtain the resources required (see FAR 9.104-3(a) Ability to Obtain Resources). General Information This is being procured in accordance with the Brooks A-E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. A-E firms meeting the requirements described in this announcement are invited to submit: (1) a Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II, and (2) any requested supplemental data to the procurement office shown. The SF 330 Part I must clearly indicate the office location where the work will be performed and the qualification of the individuals and the subcontractors proposed to work on the contract and their geographical location. The supplemental data accompanying the SF-330 must include a customer reference list with addresses and telephone numbers, and bidding records (low bid vs. estimate) for all projects listed as relevant experience. All SF-330 submissions along with supporting data shall be limited to not more than 50 pages, 8 � x 11 paper, 12 pitch. Pages in excess of this maximum limit shall be removed from the package and will not be evaluated by the selection board. Experience identified in Block 19 shall not be more than three (3) years old. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise, or other requirements listed. Following an evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required will be chosen for negotiation. Selection of firms for negotiation shall be made in order of preference based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the specific selection criteria listed in the announcement.
