Description

The Naval Air Systems Command (NAVAIR) E-2/C-2 Airborne Command and Control Systems Program Office (PMA-231) is issuing a pre-solicitation synopsis for the sole source contract to Rolls Royce Corporation to develop and deliver Component Maintenance Manuals (CMMs) for T56-A-427A Propulsion Control Module Unit (PCMU) and Fuel Pump and Metering Units (FPMU) assemblies in S1000D format with a printable .PDF. These CMMs will allow for repeatable and quality repairs of these components. Please be advised, the Government intends to award the contract under Basic Ordering Agreement (BOA) N00019-18-G-0025 to Rolls Royce. Rolls Royce is the sole designer, developer, manufacturer and integrator of the T56-A-427A turboprop engine. At this time, Rolls Royce is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government�s requirements. NAVAIR intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.�� This notice is not a request for proposals; however, any firm believing they can fulfill the requirement may submit a capability statement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
