- Amendment 0001- Extension of Solicitation. Required response 24 Feb 2021, 3pm ET. MSC Norfolk has a requirement to award a firm-fixed price contract on a sole source basis to Wartsila Defense, Inc., the Original Equipment Manufacturer (OEM). Wartsila Defense is the only authorized distributor to support the USNS CARSON CITY�(T-EPF-7) Waterjet Propulsion System Maintenance / Service for the W�RTSIL� WLD 1400SR Water Jet Propulsion System.
