STATEMENT OF DUTIES POSITION DESCRIPTION BACKGROUND USAID�s Office of Transition Initiatives (OTI) is seeking highly motivated, highly qualified individuals who want the opportunity to help support rapid international transition programs for priority conflict-prone countries. Created in 1994 as a distinct operating unit within USAID, OTI helps local partners advance peace and democracy in politically-transitioning countries. In support of U.S. foreign policy, OTI seizes emerging windows of opportunity in the political landscape to promote stability, peace, and democracy by catalyzing local initiatives through adaptive and agile programming. Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief.� Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition.� OTI assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations.� OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media outlets and community-based organizations to help promote informed debate and broaden public participation. This individual will develop policies, criteria, and procedures for USAID regarding the scope and conduct of personnel security investigations.� The incumbent provides support and guidance in all areas of personnel security to ensure timely processing of cases, and customer service at an extremely high level. This individual will serve as a liaison between the Bureau for Conflict Prevention and Stabilization (CPS)/OTI and SEC offices to ensure effective and efficient communication relative to existing and emerging priorities for CPS/OTI. CORE FUNCTIONAL AREAS OF RESPONSIBILITY DUTIES AND RESPONSIBILITIES The work of the OTI Security Specialist requires teamwork, the exercise of discretion, judgment, and personal responsibility. As a member of a highly operational office, the incumbent is willing and able to perform a wide range of administrative functions to help ensure programmatic success. The incumbent has a high level of integrity and attention to detail to ensure the use of OTI systems and procedures to maintain effective and efficient management of funds, programming, and monitoring and evaluation. The incumbent is highly flexible and willing to work under conditions of ongoing change, and remains professional and respectful of colleagues and authority in a diverse workforce. She or he places a premium on the building of positive relationships with his or her respective team both in the field and in Washington, and with key stakeholders both in and outside of USAID. The incumbent is able to prioritize and complete tasks without follow-up by the supervisor, while also filling in gaps as needed to ensure the responsiveness of the team. The Security Specialist is a strategic thinker, articulates innovative ideas, presents solutions, and is a positive role model for colleagues both in and outside of OTI and the Office of Security. OTI requires the services of a Security Specialist in order to meet the CPS/OTI objective of providing rapid political crisis or transition response by providing the tools and expertise to adequately staff the Office with program funded incumbents. Under the direct supervision of the Chief of the Adjudications Branch of the Office of Security or his/her designee, the OTI Security Specialist will perform the following duties: At the GS-13 Level: Note: Duties and responsibilities are listed in order of importance for this position Exercise independent judgment as a liaison between OTI and SEC to determine priorities and maintain regular communication with OTI as the primary point of contact in USAID/SEC for security clearances, revalidations and security clearance upgrades for OTI program funded staff; Serve as OTI�s primary contact for expediting security clearance processing to ensure the office is rapidly staffed to respond and deploy in the event of a crisis (e.g. badging, access, clearance transfers, etc.); Review and evaluate reports of investigation and other records to determine whether to grant, deny, revoke, or suspend security clearances consistent with National Security Adjudicative Guidelines; Identify the need for, and recommend Special Investigations for complex and extremely sensitive and critical national security issues requiring issue resolution to facilitate a clearance determination; Compose correspondence and prepare written reports highlighting potential security concerns and the related resolution; Provide status reports as required for OTI and/or other CPS administrative support teams; Plan, organize, and carry out work with diverse and competing priorities; monitor and report on the status of in-progress assignments, and adhere to supervisory guidance on work priorities; ensure all deadlines and quality standards are met; and use initiative and resourcefulness to develop new methods; Provide policy guidance and prepare analytical summaries with corresponding recommendations for related course of action. Provide a clear basis for the course of action when potentially disqualifying information is identified, and adverse actions are recommended; Participate in recurring meetings with OTI and CPS Bureau offices as needed to discuss areas of concentration for SEC and coordinate all outstanding issues of concern in a timely manner. SUPERVISORY RELATIONSHIP: The Security Specialist will take direction from and report to the Chief of the Adjudications Branch of the Office of Security or his/her designee. SUPERVISORY CONTROLS: At the GS-13 level, the incumbent�s supervisor sets overall objectives. The incumbent and supervisor together develop deadlines, projects and work to be done.� The incumbent independently plans, designs, and carries out project, studies, and programs.� Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements, or expected results. 12. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. 13. WORK ENVIRONMENT: Work is primarily performed in an office setting. If the incumbent travels overseas, the work may additionally involve safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions. II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION (Determines basic eligibility for the position. See detailed instructions for demonstrating Education/Experience under �Submitting an Offer�) At a minimum, the offeror must have: At the GS-13 Security Specialist level: A High School diploma with a minimum of nine (9) years of work experience; OR A Bachelor�s degree with a minimum of least seven (7) years of work experience;�� AND � � � �2. At least three (3) years of experience working on personnel security; AND � � � �3. At least two (2) years of experience supporting operations for a US government federal agency. III. EVALUATION AND SELECTION FACTORS (Determines basic eligibility for the position. Offerors who do not meet all of the education and experience factors are considered NOT qualified for the position. The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. AAPD 06-10 � PSC MEDICAL EXPENSE PAYMENT RESPONSIBILITY General Provision 28, MEDICAL EXPENSE PAYMENT RESPONSIBILITY (OCTOBER 2006) (a) Definitions. Terms used in this General Provision are defined in 16 FAM 116 available at http://www.state.gov/m/a/dir/regs/fam/16fam/index.htm.� Note:� Personal services contractors are not eligible to participate in the Federal Employees Health Programs. (b) MEDICAL EVACUATION (MEDEVAC) SERVICES � Please see Attachment 2 to this solicitation for information on AAPD No. 18-02. (c) When the contractor or eligible family member is covered by health insurance, that insurance is the primary payer for medical services provided to that contractor or eligible family member(s) both in the United States and abroad.� The primary insurer�s liability is determined by the terms, conditions, limitations, and exclusions of the insurance policy.� When the contractor or eligible family member is not covered by health insurance, the contractor is the primary payer for the total amount of medical costs incurred and the U.S. Government has no payment obligation (see paragraph (f) of this provision). (d) USAID serves as a secondary payer for medical expenses of the contractor and eligible family members who are covered by health insurance, where the following conditions are met: (1) The illness, injury, or medical condition giving rise to the expense is incurred, caused, or materially aggravated while the eligible individual is stationed or assigned abroad; (2) The illness, injury, or medical condition giving rise to the expense required or requires hospitalization and the expense is directly related to the treatment of such illness, injury, or medical condition, including obstetrical care; and (3) The Office of Medical Services (M/MED) or a Foreign Service medical provider (FSMP) determines that the treatment is appropriate for, and directly related to, the illness, injury, or medical condition. (e) The Mission Director may, on the advice of M/MED or an FSMP at post, authorize medical travel for the contractor or an eligible family member in accordance with the General Provision 10, Travel and Transportation Expenses (July 1993), section (i) entitled �Emergency and Irregular Travel and Transportation.�� In the event of a medical emergency, when time does not permit consultation, the Mission Director may issue a Travel Authorization Form or Medical Services Authorization Form DS-3067, provided that the FSMP or Post Medical Advisor (PMA) is notified as soon as possible following such an issuance.� The contractor must promptly file a claim with his or her medevac insurance provider and repay to USAID any amount the medevac insurer pays for medical travel, up to the amount USAID paid under this section.� The contractor must repay USAID for medical costs paid by the medevac insurer in accordance with sections (f) and (g) below.� In order for medical travel to be an allowable cost under General Provision 10, the contractor must provide USAID written evidence that medevac insurance does not cover these medical travel costs.
