STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS COMBINED SYNOPSIS / SOLICITATION COMPETITIVE Title: OpenNeuroPET Development, Testing, and Support Services �(i)������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is NIMH21000570RFQ and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5� Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold.� (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-04 dated 1/19/21. (iv)������ The associated NAICS code is 511210 and the small business size standard is $41.5M.� This requirement is a full and open competition. (v)������� The Intramural Research Program (IRP) in the National Institute of Mental Health (NIMH) is seeking OpenNeuroPET Development, Testing, and Support Services.� In recent years, the importance of data sharing has increasingly been recognized by the neuroimaging community because of the poor replicability of findings, the need for appropriate quality control, the greater statistical power provided by larger samples, and the higher scientific impact of multilateral collaborations. In addition, funding bodies and scientific journals increasingly require that the data be shared. The NIMH IRP plans to establish an archive for human brain data acquired with positron emission tomography (PET), as no such archive currently exists. This new archive will be called OpenNeuroPET and will be an extension of OpenNeuro, which is funded by NIMH but is currently limited to magnetic resonance imaging (MRI) data. The proposed archive will follow the recommendations of international leaders in the PET field and be capable of communicating and synergizing with other datasets and imaging modalities. As a rough overview, during the first year, the contractor will define and apply the BIDS format to brain PET data. During the second year, the contractor will establish, implement, and test it. In the final three years of the award, the contractor will promote its use via presentations and hackathons at international meetings and provide a Helpdesk to answer questions from sites that seek to deposit their data into the archive. Base Year: Base year (Months 0- 12) Develop software package to receive and store brain PET data, including plasma measurements of the PET radioligand. Option year 1: (Months 13 - 24) Develop software package to receive and store brain PET data, including plasma measurements of the PET radioligand. Option year 2: (Months 25 - 36) User training and Helpdesk support. Option year 3: (Months 37 - 48) User training and Helpdesk support. Option year 4: (Months 49 - 60) User training and Helpdesk support. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (x)������� Offerors are to include a completed copy of Attachment 2: FAR Provisions 52.204-24, and 52.212-3 with its offer. (xiv)���� The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xv)����� Responses to this solicitation must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement as it relates to the technical evaluation criteria.� The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.� All responsible sources may submit a quotation which will be considered by the agency.�All responses must be received by 5:00 PM, EST February 24, 2021 and reference solicitation number NIMH21000570RFQ. �Responses must be submitted electronically� (e-mail) to michael.horn@nih.gov. �Fax responses will not be accepted.
