Description
To ensure program impact over the life of USAID/Tanzania�s Country Development and Cooperation Strategy (CDCS), the Health Office requires senior leadership and advisory services for a spectrum of Family Planning/ Reproductive Health (FP/RH) programming that includes service delivery, Health System Strengthening (HSS), policy and advocacy, strategic information, and integration with other development sectors. The Senior FP Advisor (SFPA) will advise, manage and coordinate USAID�s FP/RH investments in Tanzania. S/he will be required to support activities across the Health Office portfolio and broader Mission and to oversee multi-directional integration of FP with programming that addresses such diverse issues as adolescent health, social and behavior change, private sector engagement, gender, and population, health, and environment. The SFPA will work at a senior level in a high-priority USG foreign assistance program that requires knowledge, experience, maturity, and an ability to function independently under a complex, highly demanding, and frequently changing environment. S/he will incorporate the Agency�s core values in all aspects of his/her work: passion for mission; excellence; integrity; respect; empowerment; inclusion; and commitment to learning. The Health Office is organized into four functional teams that include: Facility-Based Services; Community-Based Services; Health System Strengthening; and Programs, Analysis and Operations.�As the largest portfolio for USAID/Tanzania, it includes a complex mix of technical areas, including HIV/AIDS, TB, malaria, MNCH, and FP/RH. The SFPA position will be located in the Health Promotion and Prevention Unit of the Community-Based Services Team. The SFPA will work closely with the Senior FP specialist and the FP/HIV integration specialist on the Facility-based services team on FP/RH programming and integration with other programs. The SFPA will work with his/her FP/RH counterparts to provide scientific, technical, and programmatic leadership for activities related to the implementation of USAID�s FP/RH portfolio in Tanzania. S/he will develop strategies and programs to achieve the FP/RH goals of USAID/Tanzania, mentor and coach Health Office and other staff in FP/RH, manage certain FP/RH awards, coordinate with other bilateral and multilateral donors working in FP/RH, support Tanzania�s FP2020 Initiative, and monitor program implementation in the field. The SFPA will collaborate closely and interface with senior staff of the MOHCDGEC and PO-RALG, other GOT entities, national and international academic institutions, USG agencies in Tanzania, donors, and implementing partners in matters relating to FP/RH.
