- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached. The solicitation number is 12805B21Q0114�and is issued as a request for quotation (RFQ). The acquisition is a 100% Small Business Set-Aside. The USDA, ARS, PA, in Edinburg, TX� 78541�has a requirement for janitorial services. This requirement consists of�services for a base year and 4 (12 month) option periods. The Statement of Work is�included as a attachment�to this notice. The Statement of Work contains information specific to this request for quotation.��A minimum of 3 references are required and must have received the proposed services within the last three calendar years (Government references preferred but will accept commercial references). Past performance will be evaluated to determine the quality of the quoters demonstrated performance on work similar in size, scope and complexity to this requirement.� A Wage Determination is not included in this solicitation awaiting policy implementaion of a $15 an hour pay scale. Contractor is required to have an active registration in the Government�sSystem Award Management (SAM) for the bid to be accepted.� The Contractor will be required to register in Government�s Invoice PaymentPlatform (IPP) and submit invoice electronically for payment.�� At this time, it is unclear if a site visit will be conducted due to Covid-19.� Contact michael.moses@usda.gov to discuss the possiblility of a site visit. Submit an SF-18 Form describing the cost for the base year plus the four option years.� Explanation of services and capability statesments may also be included.� Make sure to include your company's DUNS Number.� Send the SF-18 and all related documents to james.porter@usda.gov before the deadline on March 9, 2021.
