Description
NASA Armstrong Flight Research Center (NASA/AFRC) has a requirement for sustainment services and supplies associated with maintaining flightworthiness of the GE F414-100 engines during Phase 1-3 flight activities.� NASA/AFRC intends to issue a sole source contract to acquire the services from General Electric (GE) Aviation in accordance with (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements"" as they are the original equipment manufacturer (OEM) of the GE F414-100 engines.� The Government does not intend to acquire a commercial item using FAR Part 12.� Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 5:30 p.m. PST on March 1, 2021. Such�capabilities/qualifications�will�be�evaluated�for�the�purpose�of�determining�whether or not to conduct this procurement on a competitive basis and�to determine the appropriate level of small business participation at both the Prime and Subcontracting tiers.�As such, capability statements must include anticipated subcontracting goals for the following categories:�Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB).� A�determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
