COMBINED SYNOPSIS/SOLICITATION DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The Air Force will not issue a written solicitation. This Synopsis/Solicitation constitutes the only request for quotes for this requirement. �This solicitation utilizes FAR Part 13 procedures. �The Government reserves the right to award without discussions.� The solicitation document, FA8650-21-Q-4337, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-99 (See Attachment 1).� This effort will consist of a Base Year (1 April 2021 � 31 March 2022) and 4 Option years ending 31 March 2026. REQUIREMENT DESCRIPTION: �This is a name brand requirement for an online subscription for electronic access to the following American Psychological Association (APA) databases - APA PsycArticles, APA PsycBooks, APA PsycExtra, and APA PsycInfo databases - for the Air Force Research Laboratory D�Azzo Research Library. The subscription: Must be able to provide under CLIN 0001, an online subscription for electronic access to the following American Psychological Association (APA) databases - APA PsycArticles, APA PsycBooks, APA PsycExtra, and APA PsycInfo databases - for the Air Force Research Laboratory D�Azzo Research Library and have the following minimum characteristics:2. The peer-reviewed APA databases are frequently cited within the mental health and health sciences communities. APA PsycArticles� is a source of full-text, peer-reviewed scholarly and scientific articles in psychology. The APA PsycBooks� database provides full-text access to scholarly and scientific books in psychology. The APA PsycExtra� and APA PsycInfo� databases are a resource for abstracts of scholarly journal articles, book chapters, books, and dissertations. Covers a focused range of mental health and health sciences disciplines, with a focus on psychology and psychiatry. Full-text online access (where applicable) to articles in the subject areas, in either downloadable PDF or HTML format (PDF is preferred). All graphical figures and citations of the original full-text article must be available within the digital document (object) that stands for that article. Search interface that includes numerous primary categories and ability to perform keyword and other specialized topical queries for effective searches. Individual account creation for saved searches and alerts. IP authentication (institutional multi-user, single campus subscription). Librarian-accessible usage data for searches and downloads. Must be able to provide under CLIN 0002 an online subscription for electronic access to the following American Psychological Association (APA) databases - APA PsycArticles, APA PsycBooks, APA PsycExtra, and APA PsycInfo databases - for the Air Force Research Laboratory D�Azzo Research Library. Electronic access to the subscription shall provide for twelve (12) months from 1 APRIL 2021 to 31 MARCH 2022. The Air Force anticipates a Firm Fixed Price (FFP) purchase order. QUOTE REQUIREMENTS: The offeror shall provide the following within their quote to be considered responsive: This is a brand name requirement. The quote shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.� This may include product literature or other documents if necessary. The contractor may propose additional products to the one requested, if it they feel it provides additional value to the United States Government. If additional products are proposed, the vendor should ensure it is severable from the base requirement of the USG, where possible. If an offeror requires an end user license agreement, this shall be included in the quote.� The PCO is also requesting electronic access to the offered products for three (3) days.� Please include instructions to obtain this access.� The access provided is strictly for evaluation purposes only. The Government shall not receive a benefit from the three day access. This will be used if the selection cannot be made based on the vendors quote alone.� It may also be used to verify the content in the quote.� EVALUATION DESCRIPTION: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� The following factors shall be used to evaluate offers: Technical Capability: Technical capability will be evaluated by the vendor�s ability to meet the minimum requirements listed throughout this solicitation. Any additional technical capability provided will be used to determine best value. Price: Price will be evaluated by comparing pricing for product. The relative importance assigned to each evaluation factor is not provided, in accordance with FAR 13.106-1(a)(2).� Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered. ��� 52.212-2, Evaluation--Commercial Items, does NOT apply to this effort. Anticipated Award Date is: 1 April 2021 Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Quotes are due by 1400 (2:00PM ET), 9 March 2021.
