- The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing Disposal of Chemical Waste (Hazardous and Non-Hazardous) and Emergency Response Support Services in accordance with the attached statement of work.� This requirement is assigned a NAICS Code of 562112 Hazardous Waste Collection. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify organizations with the requisite qualifications to meet the requirements of the item stated herein. The results of this market research will be to determine if any Small Business Set-aside categories will be considered. In addition, this Sources Sought is to determine the method of procurement. After results of this market research are obtained, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the services identified. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to five (5) pages or less. Responses should include the following information: 1. Name of company that will provide service, 2. Specifications Sheets and/or examples of services that meet the requirements, 3. Typical lead time to commence work after receipt of order, and 4. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. DESCRIPTION: NIST is an agency of the U.S. Department of Commerce (DOC). NIST is a physical science laboratory with a facility located in in Gaithersburg Maryland.� This site occupies almost 600 acres and includes over 60 Buildings and over 1000 research laboratories.� NIST Gaithersburg is a large-quantity generator of hazardous waste as designated by the U.S. Environmental Protection Agency (EPA) and the Maryland Department of the Environment. NIST�s EPA Generator ID number is MD5131531811. NIST�s waste chemicals include a broad range of hazardous and non-hazardous wastes generated from research and facilities maintenance activities.� NIST does not own or operate an EPA permitted Treatment, Storage, Disposal or Recycling Facility (TSDRF). NIST is not an EPA Part A or B TSDRF. NIST Gaithersburg operates a waste management facility (Building 312) that serves as an interim, containerized, storage area for hazardous and nonhazardous waste chemicals. The accumulation period at Building 312 does not exceed 90 days for hazardous wastes. NIST requires a licensed/permitted contractor to: pick up wastes from satellite accumulation areas on the NIST Gaithersburg Site, consolidate, pack and transport wastes, perform the functions of treatment, storage, disposal and recycling of wastes at the contractor�s facilities in accordance with applicable local, state, federal codes, statutes, and regulations, and perform emergency response services and other specialty services described in this statement of work (SOW). NIST�s typical chemical wastes include, but are not necessarily limited to: Halogenated hydrocarbons and derivatives such as Trichloroethylene, Dichloromethane, Chloroform, Chlorobenzene, and Tetrachloroethylene; Non-halogenated hydrocarbons and derivatives, such as Methanol, Ethanol, Acetone, Cyclohexane, Acetonitrile, Toluene, Benzene, and Tetrahydrofuran; Polychlorinated biphenyls (PCBs) including PCB fluorescent lighting ballasts, PCB containing chemicals, PCB contaminated transformer oils, PCB contaminated solvents; Degreasing solutions including, 1, 1, 1-Trichloroethene, mineral spirits and varsol; Electroplating wastes including Cobalt (II) chloride, Cobalt (II) sulfate, Chromium (II) chloride, Phosphoric acid, Boric acid, Nickel sulfamate, and Tin Fluoroborate; Inorganic Acids (concentrated, dilute and in mixtures) including Hydrochloric, Sulfuric, Hydrofluoric, Nitric, Perchloric, Chromic, Fluoroboric, and Hydrobromic; Inorganic Bases (concentrated, dilute and in mixtures), including Ammonium Hydroxide. Calcium Carbonate and Sodium Hydroxide; Organic Bases, including Aniline and Dimethylamine; Mercury contaminated materials including mercury thermometers, mercury switches, barometers, manometers, thermostats, mercury light bulbs and emptied mercury contaminated bottles, vacuum lines, and glassware; Paint shop wastes, including mixtures of paint (water based, alcohol, or oil-based paints) with varsol, paint thinners, paint strippers, and paint pigments; Machining Coolant Mixtures and Grinding Coolant Mixtures; Machining Oils and Lubricants; Batteries, including Lead-acid, Lithium, Nickel-Cadmium, Mercury, and Silver; Compressed Gas Cylinders that may contain non-regulated, regulated, hazardous, and/or acutely hazardous gasses; Used oils, including specification oils (vacuum pump oils, motor oils, transformer oils) and off-specification used oils, (contaminated vacuum pump oils, contaminated transformer oils, petroleum spill cleanup residues, clean-out from oil- water separators, spent Freon-chiller compressor oils); Lab pack chemicals, NIST user-generated chemicals and vendor supplied chemicals; Metals including lead, cadmium, sodium and potassium; and Other miscellaneous chemicals/articles, including recyclables, empty drums and containers, spent filters, and antifreeze.
