- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: DA10 � IT AND TELECOM � BUSINESS APPLICATION/APPLICATION DEVELOPMENT SOFTWARE AS A SERVICE SUBJECT: Development of Materials Data and Informatics Innovation Infrastructure SOLICITATION NUMBER: NB642050-21-00520 RESPONSE DATE: 3/10/2021 DESCRIPTION: The National Institute of Standards and Technology (NIST), intents to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Prometheus Computing, located in Cullowhee, NC for the continued development of Materials Data and Informatics Innovation Infrastructure. Sole Source justification is based on the following: As part of NISTs mission to promote U.S. innovation and competitiveness, it is essential for the Material Measurement Laboratory (MML) to develop and promote accessible, re-usable, and reproducible materials data and software tools. MML has develop this materials data infrastructure by creating a variety of software tools as part of the Materials Genome Initiative and Data Informatics programs. These developing tools are used by researchers both within MML, throughout NIST, and the larger materials science community. These developing materials infrastructure tools provides NIST and the materials science community a cloud-based platform to capture records associated with computation simulations such that all the simulations variables, including computational environment, are captured and the results are fully reproducible. The Materials Science and Engineering Division (MSED) is building a sample repository to fully capture a sample�s processing history and all the related characterizations of a particular sample. The current requirement is to maintain and improve the software applications. As the original developers of the CoRR and NIST Software Portal codes, Prometheus Computing is uniquely qualified to provide the follow-on services of maintenance and further develop these codes. Prometheus Consulting is also the developer of the QR code that has been integrated into the CDCS software to support the MSED sample-repository and is singularly qualified to expand the repository and develop the required visualization tools. Given these facts, Prometheus Computing, is the only source reasonably available to provide the required follow-on software expertise and maintenance of the NIST software codes. The resulting purchase order will be a Firm-Fixed price purchase order. The NAICS code is 541519 with a dollar amount of 30M. � No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST on 3/10/2021, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
