Subject: Notice of Intent to Award a Sole Source Contract to Moody�s Analytics, Inc. NAICS: 519130 Primary Product/Service Code: DH01 Solicitation #89303021QLP000004 Description: This is a notice of intent to award a sole source contract under statutory authority 41 U.S.C. 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, �Only one responsible source and no other supplies and services will satisfy agency requirements�. The U.S. Department of Energy�s (DOE) Loan Programs Office (LPO) intends to award a sole source, firm-fixed-price contract to Moody�s Analytics (Moody�s) for 6 (six) Creditview licensing agreements. The anticipated period of performance of this contract is 60 months, which includes a 12-month base period and four (4) 12-month option period. The estimated total cost for this acquisition is $541,512.00. Moody�s Creditview � Corporate, Americas data is the only content that can provide LPO a balanced view in not just the likelihood of default, but also expected financial losses in the event of default which is something current data services do not offer. The Moody�s licenses include the following: unlimited access to all Moody�s corporate issuer and sector research (including project finance; unlimited access to speak with Moody�s analysts; peer comparison/filtering report builder; corporate capital structure; default research and data; fundamental financial data (as reported/analyst adjusted); client service team; and events (webinars and in-person). As such, Moody�s is the only responsible source to fulfill LPO�s requirement. This is a notice of intent and not a request for quotations or proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement by March 15, 2021 at 4:00pm EDT with a detailed discussion demonstrating experience providing services identified in this announcement and client information for similar work previously performed. Capability statements shall not exceed three pages (including cover letters, graphics, appendices, references, etc.) and shall be submitted via the Message function in FedConnect located at https://www.fedconnect.net. FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE does not provide technical support for FedConnect. Capability statements submitted via alternative methods will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be used for future acquisitions.
