February 23, 2021 This update adds the DD Form 254 in the attachment section.� This form is needed to distribute the classified IASRD document.� At this point the program office has determined that this document isn't critical in providing the feedback requested in this DRFP.� Therefore the response time�will not be extended. No other changes were made during this update. **************************�� Feburary 1, 2021� This update attaches the missing documents that were listed on the Program Protection Plan (PPP). The documents are located in a zip folder called, ""Linked Documents"". � Response date remains unchanged No other changes were done ************************** This is DRAFT REQUEST FOR PROPOSAL notice, please do not send a proposal in response to this posting. The P5 Combat Training System (P5CTS) Security System Update (SSU), Hill AFB Utah is soliciting industry input in reference to the attached draft RFP. Please provide input NLT 1700hrs (5:00PM) MST 26�February 2021. The P5CTS SSU has a requirement of a non-developmental NSA certified Type 1 encrypted data link. The contractor shall deliver a P5 SSU solution with the capabilities to support daily operations at various locations worldwide including support for large force exercises with as many as 114 participant subsystems in use in a single network at any one time.� The P5 SSU shall support and maintain �step-to-the-jet� operations, not restrict flexibility or flow of operations, and remain capable of flight on currently certified airframes to include, but not limited to, F-5, AV-8, F-15, F-16, A-10, B-52 and F-18 U.S.� The implementation shall be interoperable with the F-35 encrypted training system and maintain backward compatibility with P5CTS Block 4/4A and Spectrum Relocation updates. Additionally, the solution shall be interoperable with existing P5CTS United States Air Force (USAF) and United States Navy (USN) Combat Training range infrastructure: Test and Training Enabling Architecture (TENA), Joint Display System (JDS), Individual Combat Aircrew Display System (ICADS), Radar Acquisition and Display System (RADS), Electronic Warfare Server (EWS), and Radiant Mercury. The Government is seeking feedback from industry on all parts of this draft RFP, in particular clarifications and innovative suggestions relating to the�requirement�documents below: -CLIN Structure -The Statement of Work (SOW) -Requirements in Section L -The basis for award in Section M -Pricing workbook -Section L attachment -Cross reference matrix -CDRLs -GRID Offerors considering participating as a prime contractor will need to request access to the P5 Combat Training System (P5CTS)�classified Information Assurance Security�Requirements Document (IASRD).��Access may be granted over Secure Internet Protocol Router (SIPR) network, or by secure mailing of a classified CD/DVD, or offeror courier of classified CD/DVD.��In order to request access, the offeror must have a certified storage facility.��All offerors will be treated equally and will be provided access to document/information as requested once approved and included on the source list of the DD 254, consistent with need-to-know and security clearance. All potential bidders wanting access to the restricted files in the attached bidder's library must request access. To obtain access, a potential bidder must be a qualified U.S. contractor with a legitimate business purpose. A qualified U.S. contractor is one that has an approved DD Form 2345 on file with the U.S./Canada Joint Certification Office. The potential bidder requesting access must provide a copy of their current approved DD Form 2345 and the cage code on the DD Form 2345 must match the cage code requesting access to these documents. Feedback in response to the draft RFP shall be submitted by email using the subject line ""P5CTS �SSU Draft RFP Feedback"". Each feedback shall reference the specific RFP section followed by comments, for example, ""Section L 4.2 states...,"" followed by, �We recommend changing it to �, because��. All feedback shall be directed to Sean M. Again, the government is not soliciting proposals at this time. Please do not submit proposals in response to this Draft RFP.
