- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Arrowhead Forensics (Lenexa, KS) for the purpose of procuring five (5) Dual 77+ Pistol Grip Investigation Lasers. The Dual 77+ Pistol Grip Investigation Laser is a forensic light source capable of emitting light at 445nm and 520nm. It will be used by the Scientific and Biometrics Analysis Unit (SBAU) to detect latent prints on submitted evidence. The laser operates at a wavelength of 445 nm or at 520 nm with a maximum radiant power of 10 watts (10W @ 445 nm; 8W @ 520 nm). A powerful laser capable of producing light at the wavelengths and wattage above is a critical need for SBAU to ensure latent prints can be successfully detected on evidence and successfully captured in a digital image at a sufficient level of brightness and clarity. Significant market research was conducted through internet searches, attendance of forensic conferences, and forensic vendor literature review. Although there are other forensic �lasers� on the market, none can meet the required technical specifications listed above. The Dual 77+ Pistol Grip Investigation Laser is only available from Arrowhead Forensics, and it is the only laser on the market that is capable of emitting the required wavelengths of light indicated above at the necessary wattage listed above. This notice will be distributed solely through the General Services Administration�s beta.SAM.gov website (www.beta.SAM.gov).� Interested parties are responsible for monitoring the beta.SAM.gov site to ensure they have the most up-to-date information about this acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 333913 � Surgical Appliance and Supplies Manufacturing; the size standard is 750 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Christina Wheeless via email only at CMWheeless@fbi.gov, no later than 1:00pm (Central) on Monday, March 10, 2021.� Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.� The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
