Description
Notice Type: Special Notice Sole Source Contract Solicitation Number: M67400-21-Q-0011 Ferry Transportation Services from/to Ie-Shima and Motobu Peninsula Port, Okinawa Japan This synopsis the Government intends to award a sole source contract to IE Village, 519-14 Kawahira, Ie-son, Kunigami-Gun, Okinawa, Japan. The Government requirement is commercial Ferry Transportation Services in support of the U.S. Government personnel and Government vehicles to and from Motobu Peninsula Port and Ie Shima Port, Okinawa, Japan. The Contractor is only authorized to provide ferry transportation services to U.S. Government personnel to include Marine Corps Military, U.S. Civilian, and Master Labor Contract (MLC)/Indirect Hire Agreement (IHA) personnel, and Government vehicles that have been approved by designated Government authorizing officials. The period of performance for the Contract will be 01 April 2021 through 31 March 2022 with Four (4) 1-Year Option Periods plus FAR 52.217-8 Option to Extend Services. The North American Industry Classification System (NAICS) Code for this requirement is 483112. IE VILLAGE, Maritime Section currently provides the only ferry transport services between Motobu Peninsula Port and Ie-shima Port, Okinawa, Japan. This is a part of the public transportation system and their service is completely operated and managed in accordance with *Ie Village Ordinance, Title 12 � Public Sector, Chapter 3 � Vessel Operation Business. This notice of intent is not a solicitation for competitive proposals. However, all parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, any requests for the solicitation will not be considered. A determination not to compete this action based upon responses received is at the sole discretion of the Government. All interested parties must provide a Capability Statement and explanation of their objection to the sole source procurement in writing via e-mail to: Mr. Manabu Mitomi at manabu.mitomi.ja@usmc.mil within (14) calendar days from the date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. This procurement will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1.
