Description
This announcement provides the basis of the FAA's decision to contract with a selected source via single-source procedures (see Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4). The FAA intends to award a single-source contract to Dixie Services, Inc. of Galena Park, TX. This contract will provide independent laboratory analytical services to support the FAA Aviation Fuels Research Laboratory (AFRL) research, development, and testing. These services will supplement AFRL capabilities to meet schedules and provide testing under the Piston Aviation Fuels Initiative (PAFI) program. The FAA requires independent analysis of fuels and lubricating oils and custom blending and formulation of aviation fuels. The FAA anticipates a firm - fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a one- year base period and three (3), one-year ordering periods. Dixie is the only known laboratory in the in the country with the capabilities to perform all of the ASTM methods and provide custom fuel blending services required by the FAA. The FAA requires consolidated testing and blending from a single laboratory to ensure consistency and scientific accuracy. On February 3, 2021, the Contracting Officer (CO) posted a request for information (RFI) to conduct market analysis on www.beta.sam.gov (See Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis). The RFI sought sources capable of providing independent laboratory analytical services and custom aviation fuel blending. The FAA received no responses.
