- This Amendment is to add the following language in E.2 of the Solicitation: 52.212-1 Instructions to Offerors INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (JUN 2020) Instructions for Submitting Technical Quote: The following instructions are for the preparation and submission of the technical portion of your quote. The purpose of this section is to establish requirements for the format and content of the technical quote portion so that all VIPR I-BPA quotes contain required information and can be evaluated equitably. Offerors are instructed to read the entire solicitation document, including all attachments, prior to preparing and submitting your offer. (1) Offerors shall note their technical quote will be evaluated, and an AWARD/NO AWARD decision will be made based on the information received. The Government will rely only on the information provided by the Offerors to evaluate the operational acceptability of the equipment or resource. Omission of any information from the technical quote requirements may result in rejection of the offer. (2) Offerors are expected to follow the detailed technical quote instructions carefully and submit their proposals in the format and with the content specified below, providing all required information. (3) Proposals that fail to provide information in the format requested may be found unacceptable and may be rejected without further consideration if the Contracting Officer determines that a significant revision or addendum to the Offerors quote would be required to permit further evaluation. (4) The instructions provided have been specifically tailored to allow the agency to determine the operational acceptability by validating the equipment or resource to meet certain minimum requirements. Offerors are responsible for the accuracy of its quote. Completeness, clarity, and relevance of the technical quote are of utmost importance to the submission process. The quote submission shall be valid for one hundred and thirty (130) calendar days from the quote due date. Technical Quote Format and Submission: Offerors shall complete and submit an electronic Technical Quote Checklist document for each resource offered via email to the address below. You can download Technical Quote Checklist documents from this website https://www.fs.usda.gov/managing-land/fire/contracting. The forms are located near the bottom of the page and labeled by resource category. Submit one electronic checklist document per resource and clearly name the file using the following format. Proper file naming structure is required for clear identification of each offerors technical quote. Technical Quotes must be received within 7 days after the closing date of the solicitation to be considered for an award. Technical quote format example: XXCompanyNameRegion####.pdf ? ?XX? = Resource Category: Use ?PW? for Potable Water truck Use ?GW? for Gray Water truck Use ?HW? for Handwashing Station ? Company name = must match name entered in VIPR (Do not enter DBA name) ?
