Description
A Small Business (SB) set-aside is pursured to provide third-party administration of insurance services ensuring reimbursement of emergent-fill pharmacy benefits. The issurance of this Request for Quote (RFQ) will result in a Blanket Purchase Agreement (BPA) between Network Contracting Office (NCO) 5 Veterans Health Admistration (VHA) as a health plan and the prospective SB Contractor, for the purpose of reimbursing the Contractor a set price for prescriptions filled through a local, non-VA pharmacy at the Veteran's Provider's request for which the Veteran is not charged. Specifically, it is not an Agreement for the purpose of filling prescriptions or dispensing medications. Rather, it is a third-party administration of insurance services, whereby a Task Order (TO) will be issured from the specified Medical Center if the requestors intend to use the resulting BPA. Since it is impossible to determine the exact quantities that will be required during the delivery order period of performance (POP), the prospective contractor will be required to fill all prescription orders written during the delivery order performance period. The fact that the estimated dollar value is not obtained shall not constitute a price adjustment under the BPA delivery order. The Contrator shall be required to provide third-party administration of insurance for emergent pharmaceutical products and services to non-VA pharmacies on behalf of Beckley VA Medical Center (VAMC), Louis A. Johnson VAMC (Clarksburg), Hershel ""Woody"" Williams VAMC (Huntington),�Martinsburg VAMC, VA Maryland Health System (VAMHCS), and Washington DC�VAMC, and their affiliated outpatient clinics.
