- Special Notice of Intent To Sole Source (FAR Part 13 � Simplified Acquisition Procedures) In accordance with FAR Part 13 Simplified Acquisition Procedures, the United States Fish and Wildlife Service (USFWS), on behalf of IRTM intends to award a sole source action to Info-Tech Research Group for a base + two option year contract (3/12/2021 � 3/11/2023). Info- Tech Research Group provides Information Technology consulting and advisory support services (via on demand access to technical SME resources, technical artifacts, diagnostics and strategic planning workshops). The InfoTech product/service offering is unique in that it provides a bundled and integrated solution for IT advisory, consulting, diagnostic and facilitated workshop services, as well as access to a vast IT knowledge database, that is built from information that their staff SMEs developed AND feedback and input from their customers. InfoTech�s diagnostic tools allow them to rapidly survey stakeholders (in our case the Program and Mission staff and leadership) to gain understanding of their wants and needs from IRTM. Their diagnostic toolset uses the information gathered and builds a tactical and/or strategic model that is used in a workshop session (facilitated by InfoTech SMEs) to achieve the stakeholder�s desired outcomes. A gap analysis is performed, factoring in current IRTM capabilities versus capabilities required to achieve the desired outcomes, then an actionable plan is developed collaboratively with InfoTech advisors and FWS IRTM leadership. Additional capabilities include, but are not limited to: � Research publications that are practical and built to execute on projects. � A Research Taxonomy that is connected and provides comprehensive coverage. � Content format that is visual and built upon framework-driven content. � Analyst calls structured to be a series of calls to complete key initiatives. � Executive services that are outcome driven based upon personalized relationships. � Unique Concierge Services are high-impact, one-day consulting engagements. � Benchmarking services that are powerful diagnostic tools based on real data and included within memberships. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products or services may submit product information and a capabilities statement that speaks to the products the US Fish and Wildlife Services are seeking in this proposed acquisition. All responses are due by March 10, 2021, 10:00 AM Eastern Time and can be sent to Lorenzo Aragon at lorenzo_aragon@FWS.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
