- This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) � Soliciting from a Single Source. The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a sole source purchase order to KnowledgeWorks Global, Ltd. (KGL), 410 Highway 25 S, Brainerd, MN, 56401-7300 in accordance with FAR Subpart 13.5 � Simplified Procedures for Certain Commercial Items and FAR Part 12 � Acquisition of Commercial Items for copyediting and typesetting services for NIEHS� Environmental Health Perspectives (EHP) program.� KGL recently acquired the company who has been providing NIEHS with these required services under an existing IDIQ. Unforeseen delays have impeded the timely novation modification to the current IDIQ which would have permitted NIEHS to issue another task order under the current IDIQ for the continuation of services. As such, the purpose of this sole source purchase order �is to be a temporary solution that will provide NIEHS sufficient time to finalize and execute the IDIQ novation modification.New task orders under the modified IDIQ will then provide the necessary access to these services after this sole source purchase order. An award to any other source other than KGL would result in unacceptable delays in fulfilling this requirement and would negatively impact services to the EHP. The required services are deemed to be available only from KGL who has the resources in place such that there will be no disruption in services as there is not sufficient time to solicit and award this procurement. Should a different contractor be used, it would result in a risk of mission failure and duplication of costs to the Government.� . The applicable North American Industry Classification System (NAICS) code for this acquisition is 561410 Document Preparation Services and a business size standard of $16.5M. NIEHS will solicit and negotiate directly with KnowledgeWorks Global, Ltd. and no solicitation will be issued. This notice of intent is NOT a request for competitive proposals or quotations. However, IAW FAR 5.207(c)16(ii), any interested party that believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement.� All interested parties must express their interest and capabilities in writing via email to mcewenem@niehs.nih.gov within three (3) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within three (3) days, an award will be made to KnowledgeWorks Global, Ltd.
