Description
NOTICE OF INTENT TO ISSUE A CONTRACT. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Division of Compensation Analysis and Support (DCAS), intends to issue a contract to Oak Ridge Center for Risk Analysis, Inc., 102 Donner Drive, Oak Ridge, TN 37830. DCAS has a requirement for the Update and Maintenance of the NIOSH-Interactive RadioEpidemiological Program (NIOSH-IREP). NIOSH has a statutory requirement under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA) to determine methods for calculating the probability that a worker�s cancer was caused by exposure to ionizing radiation while employed in nuclear weapons production programs.� NIOSH is charged with the continuous review and improvement of the scientific tools used by the Department of Labor (DOL) to calculate the probability of causation for each individual claim.� To accomplish this, an internet-based software program called NIOSH-Interactive RadioEpidemiological Program (NIOSH-IREP) was created by the Oak Ridge Center for Risk Analysis (previously known as SENES Oak Ridge, Inc.) under contract with NIOSH.� This software program is complex and extensive, includes risk models for 33 specific cancers, and is currently housed on the Oak Ridge Center for Risk Analysis computers. The objective of this contract is for the contractor to maintain and update as necessary the NIOSH-IREP program, which is used by the DOL to determine compensability of individuals who have filed a claim under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). Pursuant to the provisions of EEOICPA, the contractor created and hosts on its own servers several different task-specific versions of an Internet-based software program NIOSH-IREPfor use by DOL in adjudicating cancer claims.� NIOSH-IREP is an extremely complex program that utilizes epidemiological data, mathematical risk models, and statistical uncertainty distributions to calculate the unique compensability of each claim filed under EEOICPA.� Under this solicitation, the contractor will be responsible for maintaining and updating the program, as required. This requirement is supported by a Justification for Other than Full and Open Competition (JOFOC) to Oak Ridge Center for Risk Analysis, Inc. under authority 41 U.S.C.3304(a)(1).� Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance under authority 41 U.S.C.3304(a)(1) and a contract and/or negotiations will be conducted with Oak Ridge Center for Risk Analysis, Inc., 102 Donner Drive, Oak Ridge, TN 37830.
