Description
The contractor� shall provide all labor, materials, equipment, and incidentals to construct and upgrade specific security elements at MDC Brooklyn to include installation of 36 K4 rated bollards around 3 (three) perimeter officer�s booths to provide protection from vehicular attacks, upgrade 2 (two) vehicle gates, and 1 (one) pedestrian gate in the staff parking lot so they can be completely secured against vehicular attacks, upgrade 2 (two) vehicle gates and 1 (one) pedestrian gate in the parking lot so they can be completely secured against unauthorized vehicular or pedestrian entrance which includes filling the gaps above/below gates and adding razor wire to the top of the fencing and gates.� Etching/hazing all 1,000 cell windows from either the inside or outside in order to blur vision from cells to the outside while still allowing the required amount of light to pass through the glass.� Installing razor wire along the 30th street fence to prevent access to the secured area on 30th street. Please refer to the Statement of Work attachments included with the solicitation posting for further details. Access to the specifications and drawings attachments will require an active vendor registration at https://beta.sam.gov as well as your Marketing Partner Identification Number (MPIN) associated with your SAM registration.� If you encounter problems accessing these documents, please contact the Federal Service Desk at 866-606-8220. Site visit scheduled for Wednesday, February 10, 2021, 9:00AM @ MDC Brooklyn 80 29th Street, Brooklyn NY 11232. A NCIC form must be completed and submitted in advance for anyone wishing to attend the site visit. Please return completed SF-1442 to ptolliver@bop.gov� as acceptable proposal. ****Acceptable forms of payment protection include**** FAR 28.102-1������������������ (b) (1) Pursuant to 40 U.S.C. 3132, for construction contracts greater than $35,000, but not greater than $150,000, the contracting officer shall select two or more of the following payment protections, giving particular consideration to inclusion of an irrevocable letter of credit as one of the selected alternatives: ��������������� (i) A payment bond. ��������������� (ii) An irrevocable letter of credit (ILC). ��������������� (iii) A tripartite escrow agreement. The prime contractor establishes an escrow account in a federally insured financial institution and enters into a tripartite escrow agreement with the financial institution, as escrow agent, and all of the suppliers of labor and material. The escrow agreement shall establish the terms of payment under the contract and of resolution of disputes among the parties. The Government makes payments to the contractor�s escrow account, and the escrow agent distributes the payments in accordance with the agreement, or triggers the disputes resolution procedures if required. ��������������� (iv) Certificates of deposit. The contractor deposits certificates of deposit from a federally insured financial institution with the contracting officer, in an acceptable form, executable by the contracting officer. ��������������� (v) A deposit of the types of security listed in 28.204-1 and 28.204-2. RFI RESPONSE Q. Realistically how many cells/windows can have access to per day? A. Dependent on the work time, approximately 10. Q. Will we have access to the elevator at all times? A. Yes Q. How many Escorts will be available to us 1 or 2? A. Depending on daily need, 1-2 escorts. Q. Can we work in more than 1 cell at a time (multiple crews)? A. Yes Q. Workers using chemicals for Etching/Hazing must wear vapor/charcoal respirators due to the nature of the chemical and strong odor. Are we required to provide HEPA equipped Air scrubbers with filters to mitigate some of the odor? A. Yes Q. Can we assume that exhausting directly outside is not practical/impossible? A. Yes Q. Upon completion and removing the protection tape/poly there�s a good chance some paint may peel off the casing and or square tubing, are we required to touch up the paint? A. No Q. Glass will have to be cleaned and sanitized as a twostep process to remove any debris, food, gum etc. prior to Etching/Hazing have the windows ever been cleaned from the interior? A. Yes Q. Please confirm that for the duration of the 120-day contract period, all personnel working on the inside windows will have to have an NCIC check done, with fingerprints etc. Also is that the short 7 page form or the 60 plus pages. A. Yes, HSPD-12 security requirements are in the statement of work. Q. What does the security screening process entail for daily access to the work zone for interior work? Approximately how much time should be dedicated to security processes for entry and exit at each shift? A. Staff will need to go through security screening daily (similar to �airport type� screening). Q. Are there any facility policies that restrict the type or quantity of tools and equipment that may be brought into the facility? A. No, but all tools need to be inventoried in and out for accountability. Q. It is our understanding that the contractor will be responsible for the design, are signed and sealed drawings from an engineer a requirement of the design, or will sketches meeting manufacturer�s requirements be acceptable? A. Drawings meeting manufacturer�s requirements is acceptable. Q. Based on a discussion during the site walk it was mentioned that the Government�s property extends to the curbs along 29th Street and 2nd Avenue, please confirm this is accurate. A. Yes Q. The existing swing gates at the staff parking lot both swing in and up a slight incline. In order to extend the base of the gates to the desired height and maintain the in?swing function, the adjacent sidewalk will need to be removed to prevent obstruction. Another solution is to adjust the gates to swing out towards the street which is a lower elevation and would allow the gates to operate without obstruction. Please advise which method is preferable. A. Gates must swing inward to prevent impeding pedestrian traffic. Q.�What is the desired allowable gap at the base of the swing gates? A. 4� Q. If it is our intention to complete the window hazing work from the exterior of the building, will there be any restrictions as to which windows may be accessed at a particular time due to inmate occupancy in the affected cell? A. No Q. �The contractor shall provide a computer laptop with the software and license to program PLC in the event PLC work is performed.� Specifically, where is the PLC work required? A. Only work involving PLC is communication between 2 gates on 30th Street and Control Center. Q.�Are there any known underground utilities located in the areas which bollards will be installed? A. Unknown, need to coordinate with local utility companies. Q. What are the requirements for maintaining public access at the main entrance of the facility? If we plan to construct a temporary fence for construction, will we need to provide an access point for visitors and staff? A. Yes Q.�If the window hazing is done from the inside, what will be the process for approval of completed works? We assume once the work is in place the cells will need to be reoccupied and access for inspection and acceptance will be limited. If this is the case, will completed work be inspected for acceptance on a continual basis at the end of each shift? If not, how will potential damages to completed work in place be dealt with? A. Yes, continual inspection.
