Description
The U.S. Army Corps of Engineers, Philadelphia District intends to award a firm fixed price contract. Tobyhanna Army Family Housing located at Tobyhanna Army Depot, Tobyhanna, PA. The project consists of the demolition of twenty (20) town-home style family housing units and replacing them with twenty-six (26) single family detached homes. The project includes construction of 26 detached, single family housing units within the improved area of the existing family housing. Twelve (12) 4-bedroom units and six (6) 3- bedroom units for Company Grade officers, and two (2) 4-bedroom units for Field Grade officers are included in the base bid. Another four (4) 4-bedroom and two (2) 3-bedroom units shall be included as an option. In addition, the base bid includes two (2) 4-bedroom accessible units for individuals with disabilities. We assume a total of three (3) different layouts, a 4- bedroom, a 3-bedroom, and one 4-bedroom ADA compliant design will be required. There are 16 units in the base and 10 are options. These three different plans will be randomly placed, and have small modification like mirroring of the plan, changes to window configuration and entrance, and varied color palettes to create an interesting streetscape. Units include living areas, kitchen, bathrooms, bedrooms, storage, basement, double car garage, and private entrance. Supporting facilities include site work: all required utility systems; storm drainage; street lighting; and information systems. Heating and air conditioning will be provided by self- contained systems. Residential automatic sprinkler system will be provided. The project shall comply with the Army Standard for Family Housing and UFC 4-711-01. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Code (UFC 1-200 02) including energy efficiencies, building envelope and integrated building systems performance. Measures in accordance with the Department of Defense DoD Minimum Antiterrorism for Buildings standards do not apply, as ATFP considerations are not applicable to this site and project program. Comprehensive building and furnishings related interior design services are required. The new units will be constructed on the same site as the existing housing units. This will be set aside for small business 8(a) competitive. Estimated cost range of the project is $15,000,000 to $25,000,000. Performance and Payment Bonds will be required for 100% of contract award. The NACIS code is 236116 and the small business size is $39.5 Million. The solicitation will be issued on or about 10 March 2021 with a due date of 8 April 2021 at 1400 EST hours (2:00 p.m); however this information is subject to change.� Offerors should review the entire solicitation once it is posted.
