Description
This solicitation is for Class A (Truck Mounted) and Class B (Extended Reach) Cleaning-Deicing-Anti-Icing Fluid Spraying Unit (Deicer) for the United States Air Force (USAF), in accordance with the most current Commercial Item Description (CID) A-A-59145. Two general classifications are defined: (1) a Truck Mounted unit that can de/anti-ice and clean all but the upper tail sections of C-5 and C-17 airframes; and, (2) an Extended Reach unit provided with the extended reach necessary to effectively de/anti-ice C-5 and C-17 horizontal stabilizers. Both classes of spraying units include boom-mounted enclosed cabs from which de/anti-icing and decontamination operations are performed. The spraying units are capable of the controlled application of heated deicing fluid, deicing fluid delivered via forced air and/or high efficiency nozzles, and unheated anti-icing fluid. The Class A Deicer reaches a boom height of 42 ft. with a minimum tank capacity of 1,600 gal. The Class B Deicer reaches a boom height of 75 ft. with a minimum tank capacity of 2,600 gal. The vehicle is a modified commercial item comprised of a chassis mounted, diesel powered, spraying unit which are capable of deicing, anti-icing, cleaning and decontaminating the entire range of airframes in the USAF inventory. The current effort is for a follow-on contract to meet USAF requirements in upcoming fiscal years (FY) of 2022 to 2027. The USAF has fulfilled all FY 20 and FY 21 requirements and has funding to purchase additional vehicles in the future. The follow-on contract will be awarded as firm fixed price, 2 year basic with 4 option years. Recent funding requirements show Class A as 14, 5, 5, 5, 5 units from FY 22 to FY 27, respectively per year. Class B have requirements for 7, 4, 4, 4, 4 units from FY 22 to FY 27. During each fiscal year, the number of units funded may differ, therefore the best estimated quantity for the Truck Mounted and Extended Reach Deicers, respectively, are 34 and 23 units from FY 22 to FY 27. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
