Description
The contractor shall provide all labor, materials, equipment, and incidentals to construct and upgrade specific security elements at MDC Brooklyn to include replacing both security gate systems to include fencing on the 30th Street secure area.� The contractor is responsible for taking measurements, fabricating the fencing/gate systems and installing the fencing and gate systems and all associated hardware and drive mechanisms with the exception of locking mechanisms to be installed by MDC Brooklyn lock shop staff.� All manufacturers� recommendations will be required to be implemented. Please refer to the Statement of Work attachments included with the solicitation posting for further details. Access to the specifications and drawings attachments will require an active vendor registration at https://beta.sam.gov as well as your Marketing Partner Identification Number (MPIN) associated with your SAM registration.� If you encounter problems accessing these documents, please contact the Federal Service Desk at 866-606-8220. Site visit scheduled for Thursday, February 11, 2021, 9:00AM @ MDC Brooklyn 80 29th Street, Brooklyn NY 11232. A NCIC form must be completed and submitted in advance for anyone wishing to attend this site visit. Please return completed SF-1442 as acceptable proposal to ptolliver@bop.gov. ****Acceptable forms of payment protection**** FAR 28.102-1 (b) (1) Pursuant to 40 U.S.C. 3132, for construction contracts greater than $35,000, but not greater than $150,000, the contracting officer shall select two or more of the following payment protections, giving particular consideration to inclusion of an irrevocable letter of credit as one of the selected alternatives: ��������������� (i) A payment bond. ��������������� (ii) An irrevocable letter of credit (ILC). ��������������� (iii) A tripartite escrow agreement. The prime contractor establishes an escrow account in a federally insured financial institution and enters into a tripartite escrow agreement with the financial institution, as escrow agent, and all of the suppliers of labor and material. The escrow agreement shall establish the terms of payment under the contract and of resolution of disputes among the parties. The Government makes payments to the contractor�s escrow account, and the escrow agent distributes the payments in accordance with the agreement, or triggers the disputes resolution procedures if required. ��������������� (iv) Certificates of deposit. The contractor deposits certificates of deposit from a federally insured financial institution with the contracting officer, in an acceptable form, executable by the contracting officer. ��������������� (v) A deposit of the types of security listed in 28.204-1 and 28.204-2. RFI RESPONSE Q. Do you have any additional drawings not posted on SAM showing specific fencing panels, size and quantity to be replaced? A. NO additional drawings Q. Do you have any additional drawings not posted on SAM showing specific sizing of gated to be replaced? Do the gates need to be ornamental like the existing ones? A. NO additional drawings. Replace gate with similar design as�per statement of work. Q. Would it be possible for us to do schedule a site visit Monday 2/22 to get specific field dimensions? A. NO Q. Do the existing gates already have electric operators that would need removal/replacement? A. The existing gates do have electric operators that need removal/replacement per the statement of work. Q. Please advise if it is that there is an intention to change the current structure of the gate to the one in the drawing or if it is to maintain what is already present?� A. The only drawing provided was a technical design guideline for the V shape anti-crash barrier.
