- BLM-CO - Virtual Fence Towers This is a combined synopsis/solicitation for brand name or equal commercial goods in accordance with FAR Part 12.6 - Streamlined Procedures for Evaluation and Solicitation of Commercial Items. The virtual fence towers are being procured to support and work with other components owned or operated by range permittees or partner groups and thus must be designed to work 100% interoperably with the other components as described in Attachment 1 - Specifications. Basic Contracting Requirements: 1. Active Registration - www.sam.gov 2. Invoicing and Payment - www.ipp.gov - 30 day prompt pay 3. FAR Part 12 - Commercial Items 4. FAR Part 13 - Simplified Acquisition Procedures 5. Award Basis - Low Price Technically Acceptable Minimum Requirements for Responsive Quote: 1. Signed SF-1449 with all vendor info and prices (Attachment 2 for your convenience) 2. Technical info for how your offer meets or exceeds the specifications and your plan of operations for installing and maintaining the towers 3. Section 889 Certification if not already marked in www.sam.gov (Attachment 3). 4. Email items 1,2, and 3 (PDF Please) to the POC no later than the closing date.
