- The purpose of the Planning & Programming AE IDC is to provide a variety of facility, master planning, and area development planning for a MILCON projects and U.S. Army Air Force, Navy, Marine Corps, Department of Defense or other agency installation or facility locations worldwide.� Planning products are diverse and would include planning charrette and DD1391 development, facility utilization studies, land use requirements studies, real property management, requirements analysis, facility master planning, area development studies, geospatial products, energy studies, and similar deliverables.
